ارائه الگوی فرهنگی حکمرانی خوب در دستکاه های ناظر برعملکرد دولت

مفهوم فرهنگی حکمرانی خوب در کلیۀ لایه‌های سازمانی دولتی و خصوصی نفوذ نموده و مبنایی برای اجرای بهینۀ امور مبتنی بر وظایف اجتماعی است. هدف از انجام پژوهش حاضر، ارائۀ الگوی فرهنگی حکمرانی خوب در دستگاه‌های ناظر بر عملکرد دولت است. پژوهش حاضر از منظر روش تحقیق از نوع استقرایی و از منظر هدف، بنیادی و ازنظر شیوۀ گردآوری داده ها، تحقیقی توصیفی و از نوع همبستگی، به لحاظ نحوۀ پردازش داده‌ها کیفی محسوب می گردد. جامعۀ آماری پژوهش، شامل خبرگان دستگاه‌های ناظر بر عملکرد دولت (دیوان محاسبات کشور، وزارت دارایی، سازمان بازرسی کل کشور) بودند که تعداد 12 نفر به روش نمونه گیری هدفمند، با رویکرد گلوله برفی تا رسیدن به اشباع نظری، انتخاب شدند. ابزار گردآوری داده ها مصاحبه نیمه ساختاریافته و مبتنی بر داده بنیاد بود. پایایی و روایی پرسشنامه توسط تکنیک دلفی و پایایی سوالات پرسشنامه توسط ضریب آلفای کرونباخ بالاتر از 0.7 برآورد شد. به منظور تجزیه‌وتحلیل داده ها از نرم‌افزار maxqda11 استفاده شده است. یافته های پژوهش 6 مقوله را به‌عنوان عوامل علی، پدیده محوری، راهبرد، عوامل مداخله‌گر و زمینه‌ای و پیامدهای حاصل از اجرای فرهنگی حکمرانی خوب معرفی نمود. بر اساس نتایج پژوهش، می‌توان گفت که با توجّه به مفاهیم ارائه شده در الگوی پارادایمی تحقیق حاضر، می‌توان روند اجرای فرهنگی حکمرانی خوب را ارتقا بخشید.

a new cultural model of good governance in institutions overseeing government performance

the concept of good governance has penetrated all levels of government and private organizations and is the basis for the optimal implementation of affairs based on social duties.purpose: the purpose of the current research is to present a cultural model of good governance in the departments that oversee the performance of the government.from the point of view of the inductive research method, and from the point of view of the objective, fundamental, and from the point of view of the method of data collection, it is considered a descriptive and correlational research, and in terms of the method of data processing (qualitative). the statistical population of the research included the experts of the departments that monitor the performance of the government (country court of accounts, ministry of finance, general inspection organization of the country) and 12 people were selected by purposeful sampling and snowball approach until theoretical saturation was reached. the data collection tool was a semi-structured interview based on interpretive phenomenology.findings: the findings of the research introduced 6 categories as causal factors, central phenomenon, strategy, intervening and background factors, and consequences of the cultural implementation of good governance.based on the results of the research, it can be said that according to the concepts presented in the paradigm model of the current research, the process of cultural implementation of good governance can be improved by applying the concepts presented in the research’s paradigm model.
