چیستی و چگونگی ویژگی‌های دیپلماسی عمومی آمریکا در قبال ایران (1997-2005)

شرایط جدید نظام بین الملل سبب شده است مولفه های جدیدی در ساختارهای رسمی بین المللی نقش ایفا کنند. مطرح شدن بازیگران جدید و اهمیت یافتن افراد و نهادهای غیردولتی در جهان موجب شده است تا کشورها برای تامین منافع خود، علاوه بر روش های گذشته، ابزارها و راه های جدیدی را به کار گیرند که یکی از مهم ترین آن ها بهره گیری از دیپلماسی عمومی است. با توجه به فراز و نشیب های حاکم بر روابط ایران و آمریکا در دوره های زمانی مختلف، و با عنایت به چرخش گفتمانی در سیاست خارجی ایران به تنش زدایی و اعتمادسازی با جهانِ خارج در دوران دولت اصلاحات (1376-1384)، دیدگاه ها درمورد ایران تغییر کرد و آمریکا درصدد برآمد تا با به کارگیری دیپلماسی عمومی در ایران به اهداف و منافع خود تحقق بخشد. از جلوه‌های بارز دیپلماسی در این دوران می‌توان به اعزام تیم‌های ورزشی، صدور روادید و تسهیل مبادلات دانشجویی، و سایر برنامه‌های علمی و فرهنگی اشاره کرد. ازاین‌روی پرسش اصلی در پژوهش حاضر این است که رویکرد دیپلماسی عمومی آمریکا در ایران از چه بارزه‌هایی در دوران اصلاحات برخوردار است. انگارۀ اولیه این است که آمریکا در این دوره بر گسترش لیبرال دموکراسی، بازنمایی مثبت از اقدامات آمریکا، و تغییر فرهنگ عمومی در ایران تاکید داشته و نسبت به دوره‌های قبل، دیپلماسی عمومی آمریکا به‎ شکل غیررسمی‌تر و با مشارکت بازیگران غیردولتی صورت گرفته است. این اثر با روش توصیفی و با استفاده از منابع کتابخانه‌ای به بررسی این موضوع پرداخته است.

examining the features of american public diplomacy towards iran (1997-2005)

the new conditions of the international system have contributed to the emergence of new components in the formal international structure. the emergence of new actors and the importance of finding people and ngos in the world has led countries to use their tools and new ways to deliver their benefits, in addition to past practices; one of the most important of which is use of public diplomacy. the united states is one of the countries that benefiting from public diplomacy. considering the ups and downs of the relations between iran and the united states in different periods of time, and given the discursive rotation in iran’s foreign policy of deconstruction and confidence building with the outside world, during the government reform, views on iran were changed and america tried to realize his goals and interests through the use of public diplomacy in iran. outstanding examples of diplomacy during this period include sending sports teams, issuing visas and facilitating student exchanges, and other scientific and cultural programs. therefore, the main question of this study is that what are the advantages of the american public diplomacy approach in iran during the reform period? the first idea is that americans have shown a positive representation of their actions and the transformation of public culture in iran during this period of liberal democracy and compared to previous periods, american diplomacy has become more unofficial, with the participation of non-state actors. research method of this study is descriptive method using library resources.
