سناریوهای آینده فناوری‌های حمل‌ونقل پرسرعت ریلی ایران

هدف: حضور ایران در منطقه‌ای ژئوپلیتیک و همسایگی با برخی از کشورها که به آب‌های آزاد دسترسی ندارند و قرارگرفتن در مسیر کریدورهای بین‌المللی، توسعه حمل‌ونقل را در کنار دارابودن جاذبه‌های توریستی، فرهنگی واجتماعی، ازجمله پتانسیل‌های است که ایجادفناوری‌های حمل‌ونقل پرسرعت ریلی رااز ضروریات اولیه توسعه پایداردرکشور است. براساس تجربه جهانی سیستم حمل‌ونقل ریلی به لحاظ مصرف انرژی، اقتصادی، خسارت وارده برمحیط‌زیست، سرعت انتقال مسافر، حجم بارانتقالی وایمنی نسبت به دیگرسیستم‌های حمل‌ونقل دارای امتیازات ویژه‌ای است. این پژوهش باهدف تدوین سناریوهای پیش‌روی حمل‌ونقل ریلی پرسرعت کشور انجام شده است.روش: در این پژوهش با استفاده ازروش‌های آینده‌پژوهی، استفاده از ماتریس اهمیت/عدم قطعیت، تحلیل ساختاری، تجزیه‌وتحلیل متقابلmicmac به شناسایی عوامل کلیدی موثر برفناوری‌های آینده صنعت حمل‌ونقل ریلی پرسرعت پرداخته وسپس گزینه‌های فناورانه بامصاحبه واجماع نظر خبرگان وتحلیلهای صورت گرفته به دست آمده وسناریوهای پیش‌روی این صنعت به روشgbn تدوین گردیده است.یافته‌ها:هفده عامل موثرشناسایی شده و با تجزیه‌وتحلیل نرم‌افزار میک‌مک در نهایت دو عامل کلیدی: حمایت دولت در تامین بودجه و تحریم‌ها به‌دست‌آمده، عوامل کلیدی و گزینه‌های فناورانه در پنل خبرگان بررسی و بر اساس آن سناریوهای پیش‌روی این صنعت تدوین گردیده است. براین اساس چهار سناریو به‌دست‌آمده که شامل: 1- تروبرد، 2-افسارگسیخته، 3-رام شده، 4-اسب منیاتوری است. همچنین در هر سناریو گزینه‌های فناورانه اولویت‌بندی شده است.نتیجه‌گیری: باتوجه‌ به این سناریوها، اگر نظام نگاه حمایتی بلندمدت نسبت به بومی‌سازی فناوری داشته باشد، حتی با وجود تحریم‌ها کشور می‌تواند به جایگاهی برسد که در اختیار تعداد اندکی از کشورها است که منافع مالی و اقتدار ملی را برای کشور خواهد داشت.

future scenarios of iran's high-speed rail transport technologies

objective: iran's presence in a geopolitical region and its proximity to some countries that do not have access to open waters and its location on the path of international corridors, the development of transportation, along with the presence of tourist, cultural and social attractions, are among the potentials that make the creation of high-speed rail transport technologies one of the primary necessities of sustainable development in the country. based on global experience, the rail transport system has special advantages over other transport systems in terms of energy consumption, economy, environmental damage, passenger transport speed, transported cargo volume and safety. this research was conducted with the aim of developing future scenarios for high-speed rail transport in the country.method: in this study, using futures research methods, importance/uncertainty matrix, structural analysis, micmac cross-analysis, key factors affecting the future technologies of the high-speed rail transportation industry were identified, and then technological options were obtained through interviews and consensus of experts and the analyses carried out, and scenarios for the future of this industry were developed using the gbn method.findings: seventeen effective factors were identified, and by analyzing the micmac software, two key factors were finally obtained: government support in providing budget and sanctions. key factors and technological options were reviewed in the expert panel, and based on that, scenarios for the future of this industry were developed.conclusion: in this study, four scenarios were obtained, including: 1- thoroughbred, 2- unbridled, 3- tamed, 4- miniature horse. given these scenarios, if the system has a long-term supportive view of technology localization, even despite sanctions, the country can reach a position that is in the hands of a small number of countries, which will have financial benefits and national authority for the country.
