تحلیل چالش‌های حکمروایی شهری در مواجهه با تغییرات اقلیمی و ارائه سناریوهای آن در کلانشهر مشهد

هدف: حکمروایی شهری یکی از رویکردهایی است که می‌تواند در مدیریت بهتر،کاهش اثرات و سازگاری با تغییر اقلیم موثر واقع شود؛ ولی تحقق این رویکرد به‌ویژه در کلانشهرهایی مانند مشهد با موانعی همراه است؛لذا هدف این پژوهش تحلیل چالش‌های حکمروایی خوب شهری در راستای سازگاری و کاهش اثرات تغییر اقلیم و نیز شناسایی سناریوهای آینده آن می‌باشد.روش: پژوهش حاضر از نظر هدف کاربردی و به لحاظ ماهیت تحلیلی و توصیفی و با رویکرد آینده‌پژوهی می‌باشد.داده‌ها با پرسش‌نامه نخبگانی به تعداد 21 نفر در دو بخش شناسایی چالش‌ها و سناریونویسی جمع‌آوری شد.تحلیل داده‌ها با مدل اهمیت - فوریت برای بخش چالش‌ها،و نرم‌افزار سناریو ویزارد برای سناریونویسی انجام شد.یافته‌های پژوهش: از 38 چالش بررسی شده 6 مورد اولویت بیش‌تری دارند.این چالش‌ها تنوع بازیگران درگیر در فرایند سیاست‌گذاری‌های شهری، پایه‌های درآمدی محدود شهرداری مشهد، تفرق سیاسی شدید حاکم بر شهر- منطقه مشهد با دخالت سازمان‌ها و نهادهای عمومی مختلف،عدم دسترسی عمومی به اطلاعات و داده‌های مربوط به تغییرات اقلیمی،ضعف اختیار شهرداری نسبت به دستگاه‌های دولتی در شرایط نبود مدیریت یکپارچه شهری و وابستگی مالی درآمدی شهر مشهد به دولت مرکزی می‌باشد. نتیجه‌گیری: در نهایت 6 متغیر بااولویت انتخاب شدند و براساس آن 7 سناریو فراروی چالش‌های کلیدی ارائه شد که از میان 42 وضعیت موجود در این سناریوها،19 درصد در شرایط مطلوب،50 درصد در آستانه بحران و 31 درصد بحرانی می‌باشند.سناریوی اول با 6 فرض افزایشی،یک چشم‌انداز ایدئال از شهر مشهد را ترسیم می‌کند که با گام‌نهادن در مسیر آن می‌توان چالش‌های حکمروایی شهری در عصر تغییر اقلیم را کاهش داد.

analyzing the challenges of urban governance in the face of climate change and presenting its scenarios in mashhad metropolis

purpose: climate change, as one of the biggest challenges in this century, has brought many problems to cities. urban governance is one of the approaches that can be effective in better management, reducing the effects and adapting to climate change; but the realization of this approach is accompanied by obstacles, especially in big cities like mashhad; therefore, the purpose of this research is to analyze the challenges of good urban governance in the direction of adapting and reducing the effects of climate change, as well as identifying its future scenarios.method: the current research is applied in terms of purpose and analytical and descriptive in nature and with a future research approach. the necessary data were collected through an elite questionnaire of 21 people in two sections: identification of challenges and scenario writing. data analysis was done with the importance-urgency model for the challenges section, and scenario wizard software for scenario writing.findings: among the 38 challenges investigated in this research, 6 of them have higher priority. these challenges are the diversity of actors involved in the process of urban policies, the limited income base of mashhad municipality, the strong political division ruling the city-region of mashhad with the involvement of various public organizations and institutions, the lack of public access to information and data related to climate change, the weakness of the municipality's authority over government agencies are in the absence of integrated urban management and financial dependence of the city of mashhad on the central government.conclusion: finally, 6 priority variables were selected and based on that, 7 scenarios were presented to face the key challenges, and among the 42 situations in these scenarios, 19% are in favorable conditions, 50% are on the verge of crisis, and 31% are critical. the first scenario, with 6 additional assumptions, draws an ideal vision of mashhad city, which by stepping on its path, the challenges of urban governance in the era of climate change can be reduced.
