آینده‌نگاری شهری به مثابه رویکردی برای سیاست‌گذاری و برنامه‌ریزی شهری (با تاکید بر تجربه آینده‌نگاری کلان‌شهر تهران)

هدف: آینده‌نگاری امروزه در طراحی سیاست‌گذاری‌های راهبردی در تمامی سطوح از جمله سیاست‌گذاری شهری، نقش بسزایی ایفا می‌کند.هدف اصلی مقاله حاضر تاکید بر اهمیت آینده‌نگاری به عنوان پارادایمی نوین در برنامه‌ریزی شهری است. به منظور برجسته‌سازی این هدف، علاوه بر اشاره بر دیدگاه‌های نظری و تحولات پارادایمیک، یافته‌های پژوهشی آینده‌نگاری کلان‌شهر تهران نیز به عنوان تاییدی بر اهمیت آینده‌نگاری آمده است.روش: از حیث روش‌شناختی، به منظور شناخت کلان روندهای اثرگذار و پیش‌ران‌های اساسی، از مدل پویش محیطی برپایه پنل‌های تخصصی(با حضور 210 نفر)، تجارب آینده‌نگاری داخلیو شناخت کلان روندهای ملی بهره‌برداری شد. در مرحله بعدی، با استفاده از دلفی آنی و تحلیل اثرات متقاطع، پیش‌ران‌های کلیدی شناسایی شدند.یافته ها: حضور اجتماعی و گسترده زنان، سالمندی و افزایش امید به زندگی، زندگی و اداره هوشمند، تنوع‌پذیری در سبک‌های زندگی و ناپایداری اقلیمی از کلان‌روندهای قطعی تهران در 15 سال آینده خواهد بود. اما در کنار کلان‌روندهای قطعی، سه پیش‌ران اثرگذار بر آینده تهران که منتج به پنج سناریو احتمالی خواهند بود عبارتند از: وضعیت روابط بین‌المللی ایران با سایر کشورها؛ وضعیت ثبات سیاسی و روابط بین بازیگران کلیدی داخلی؛ وضعیت توسعه‌یافتگی مناطق مختلف کشور و دستیابی به توازن منطقه‌ای.نتیجه گیری: ترکیب حالت های مختلفِ پیش‌ران ها، سناریوها و تصاویر مختلفی از آینده احتمالی تهران را به دست می‌دهد. با بهره‌گیری از یافته‌های آینده‌نگاری، علاوه بر اتخاذ راهبرد کلان، با آمادگی بیشتر می‌توان برنامه‌ها و طرح‌های کوتاه‌مدت متناسب با راهبرد کلان طراحی و اجرا نمود.

urban forecasting as an approach to urban policy and planning (with emphasis on tehran foresight)

purpose: the aim of this paper is to emphasize the importance of the foresight as a new paradigm in urban planning. in order to highlight this goal, in addition to pointing out theoretical perspectives and paradigmatic developments, tehran’s foresight activity findings also confirm the importance of foresight. method: in order to identify the major impacts and essential drivers, methodologically, an environmental scanning model based on specialized panels (with a presence of 210 participants), internal foresight experiences, and a comprehensive understanding of national trends were used. in the next step, using the delphi method and cross effects analysis, key factors were identified. findings: the social and widespread presence of women, aging and increasing life expectancy, smart life and management, diversity in life styles and climate instability will be the definitive trends of tehran over the next 15 years. however, along with the great macroeconomic trends, the three influential factors affecting the future of tehran, which will result in five possible scenarios, are: the status of international relations of iran with other countries; the status of political stability and relations between key domestic actors; the development situation in different regions of the country.conclusion: combination of different modes of driving forces, different scenarios and images of tehran possible future are extracted. using the foresight findings, in addition to adopting a large scale strategy, short term plans and plans tailored to the macro strategy can be designed and implemented with greater readiness.
