شبکه های اجتماعی و آینده مشارکت سیاسی

هدف: ظهور فن‌آوری‌های ارتباطی نوین در سراسر جهان در عرصه‌های سیاسی، اقتصادی، اجتماعی و فرهنگی تاثیرگذار بوده است. با به وجود آمدن شبکه‌های اجتماعی و توسعه آن در زندگی بشر، این شبکه‌ها در افزایش مشارکت سیاسی نیز بسیار اثرگذار عمل کرده اند. هدف اصلی مقاله حاضر، بررسی این مساله است که با گسترش شبکه‌های اجتماعی، چه سناریوهایی برای آینده مشارکت سیاسی متصور است؟روش: تحقیق حاضر از نوع تحلیلی – توصیفی با رویکرد آینده‌پژوهی، با استفاده از روش سناریوپردازی و ترسیم آینده های محتمل است.یافته: پس از بررسی عوامل و پیشران‌های تاثیرگذار در آینده شبکه‌های اجتماعی و مشارکت سیاسی، دو عدم قطعیت اصلی – به‌مثابه عوامل تعیین ‌کننده و با قطعیت کم – در خصوص آینده شبکه‌های اجتماعی و مشارکت  سیاسی شناسایی ‌شده است که عبارت است از: 1– رویکرد حاکمان در استفاده از شبکه های اجتماعی 2- رویکرد و نگرش حاکمان نسبت به مشارکت سیاسی. باتوجه به دو عدم قطعیت فوق، پنج سناریو متصوّر است. 1- نگاه مثبت حاکمان به فعالیت شبکه‌های اجتماعی و مشارکت سیاسی 2- نگاه مثبت حاکمان به شبکه های اجتماعی و مخالفت با مشارکت سیاسی 3- نگاه منفی حاکمان به شبکه های اجتماعی و موافقت با مشارکت سیاسی 4- نگاه منفی حاکمان به فعالیت شبکه های اجتماعی و مشارکت سیاسی 5- نگاه حاکمان به مشارکت سیاسی و شبکه های اجتماعی به عنوان فرصت و تهدید.نتیجه گیری: درصورتی‌ که حاکمان نگاه مثبتی به فعالیت شبکه‌های اجتماعی داشته باشند، فعالیت این شبکه‌ها گسترش‌ یافته و باعث افزایش مشارکت مردم در امور سیاسی و انتخابات خواهد شد. در صورتی ‌که نگاه منفی نسبت به فعالیت این شبکه‌ها از سوی مدیران جامعه حاکم گردد، با جلوگیری از فعالیت و گسترش این شبکه‌ها شاهد افول مشارکت سیاسی در آینده خواهیم بود.

purpose: if the rulers have a positive view of the activities of social networks, the activities of these networks will expand and increase people’s participation in political affairs and elections. if the managers of the community have a negative view of the activities of these networks, they will have political participation in the future by preventing the activities and expansion of these networksmethod: the present research is of analytical-descriptive type with a futuristic approach that has been used by peter schwartz’s screenwriting method.findings: after examining the influential factors and drivers in the future of social networks and political participation, the main uncertainty - as determining factors and with low uncertainty - in future social networks and political participation has been identified, which is: 1-opinions and views of rulers on the use of social networks.2-the approach and attitude of the rulers towards political participation.  now, considering the above two uncertainties, five scenarios are possible 1- positive view of rulers on social media activities and participation political 2- the positive view of the rulers on social networks and opposition to political participation,  3- the negative view of the rulers on social networks and participation with political participation 4- the negative view of the rulers on social activities and political participation 5- the rulers’ view on participation and social political networks as an opportunity and a threat.conclusion: if the managers and those involved in running the country have a positive view on the activities of social networks, the activities of these networks will expand and increase people’s participation in political affairs and elections. if the negative view of the activities of these networks is dominated by community leaders, we will see a decline in political participation in the future by preventing the activities and expansion of these networks.
