شناسایی شاخص‌های استراتژی توسعه شهری در جهت تاب آوری و توانمندسازی جزیره کیش در افق 1417

هدف:هدف این پژوهش، شناسایی شاخص‌های تاثیرگذار حکمرانی خوب شهری، قابل زندگی بودن، بانکی بودن و رقابتی بودن در استراتژی توسعه شهری و افزایش تاب‌آوری جزیره کیش با رویکرد توانمندسازی است، که بر این اساس کدام یک از زیرساخت‌های اقتصادی، اجتماعی، مدیریتی و کالبدی احتیاج به افزایش تاب آوری و دستیابی به توانمندسازی مدیران و شهروندان در مواجهه با بحران‌های اقتصادی، اجتماعی و محیطی را دارد.روش:روش پژوهش بر مبنای روش های توصیفی - تحلیلی و از نظر نوع هدف کاربردی است و نتایج به‌دست‌آمده از پرسش‌نامه‌ها با استفاده از نرم‌افزار spss و آزمون کای اسکوئر و t تک‌نمونه‌ای محاسبه شده‌ است. به منظور بررسی و مقایسه تاب‌آوری شاخص‌های استراتژی توسعه شهری در ابعاد حکمرانی خوب شهری، بانکی بودن، قابل زندگی بودن و رقابتی بودن از آزمون anova و مدل‌سازی معادلات ساختاری از نرم‌افزار pls و micmac استفاده شده است. ازمدل استراتژیک soar برای تدوین استراتژی توسعه و تشریح قوت ها، فرصت ها، آرمان ها و نتایج در توانمندسازی استفاده شده است.یافته‌ها: نتایج نشان می‌دهد شاخص های استراتژی توسعه شهری جزیره کیش در ابعاد قابل زندگی بودن دارای وضعیت مناسب تری نسبت به سایر شاخص ها است و شاخص‌های حکمرانی خوب شهری، بانکی بودن و رقابتی بودن در وضعیت مطلوبی قرار ندارند. نتیجه‌گیری: می‌توان گفت به اعتقاد پاسخگویان کلیه شاخص های استراتژی توسعه شهری جزیره کیش در سطح مطلوبی نیستند،  به عبارتی کیش هنوز قابل زندگی است ولی از لحاظ مدیریتی و اقتصادی وضعیت مناسبی ندارد.

purpose: the purpose of this study is to identify the effective indicators of good urban governance, livability, banking and competitiveness in urban development strategy and increase the resilience of kish island with empowerment approach, based on which one of the economic infrastructure, social, managerial, physical needs to increase resilience and achieve empowerment of managers and citizens in the face of economic, social and environmental crises.method: the research method is based on descriptive-analytical methods and is applied in terms of the purpose. the results obtained from the questionnaires were calculated using spss software and chi-square test and t-sample. in order to evaluate and compare the resilience of urban development strategy indicators in the dimensions of good urban governance, banking, viability and competitiveness, anova test and structural equation modeling were performed with pls and micmac software and soar strategic model for development strategy and describes the strengths, opportunities, ideals, and outcomes used in empowerment.findings: the results show that the indicators of kish island urban development strategy in terms of viability are in a better position than other indicators and the indicators of good urban governance, banking and competitiveness are not in a favorable position.conclusion: therefore, it can be said that the respondents believe that all indicators of kish island urban development strategy are not at the desired level, in other words, kish is still livable, but not in a good managerial and economic situation.
