نقشه راه به مثابه ابزاری برای برنامه ریزی منطقه ای علم و فناوری

هدف: یکی از پیامدهای جهانی‌شدن، ظهور اقتصادهای منطقه ای قدرتمندی است که به لحاظ اقتصادی، تولید ناخالص آنها از کشورهای دیگر بیشتر است. ازاین‌رو مفهوم اقتصاد منطقه ای، به مفهوم مهمی تبدیل شده است تا کشورها از طریق آن به برنامه ریزی برای توسعه مناطق خود بپردازند. لذا پژوهش حاضر به دنبال معرفی نقشه راه به عنوان روشی مناسب برای برنامه ریزی و توسعه منطقه ای است. روش: مطالعه حاضر از نوع کیفی و مبتنی بر روش مطالعه موردی و تحلیل محتوای کیفی براساس تجربه منطقه ایلینوی در ایالت متحده آمریکا در ترسیم نقشه راه علم و فناوری به منظور برنامه‌ریزی منطقه ای و استفاده از روش الگوبرداری برای ارائه روش پژوهشی مناسب در راستای آمایش مناسب علم و فناوری در سطح منطقه است. یافته ها: مهم‌ترین یافته پژوهش، ارائه نقشه راه مناسب برای آمایش علم و فناوری منطقه ای به منظور تدوین برنامه های توسعه ای منطقه ای مناسب است. نتیجه گیری: پژوهش حاضر با در نظر داشتن نبود روش مناسب برای اولویت گذاری علم و فناوری در منطقه در ایران، به دنبال ارائه و معرفی روش مناسب است؛ ازاین‌رو در وهله اول با بررسی تجربه ایالت ایلینوی در اولویت گذاری علم و فناوری منطقه ای بر مبنای نقشه راه، به معرفی نقشه راه به مثابه ابزاری برای اولویت گذاری علم و فناوری و ‌‌سیاست‌گذاری منطقه ای پرداخته است تا با توجه به آن در مطالعات بعدی، بخش‌های دولتی بتوانند به تدوین برنامه های توسعه ای منطقه ای مناسب و اجرایی همت گمارند.

roadmap a s a tool for regional science and technology planning

purpose: one of the consequences of globalization is the emergence of powerful regional economies, some of which have greater regional gdp than most countries. therefore, the concept of regional competitiveness has become an important concept through which countries have a clear set of policies to support the development of their regions. therefore, the present study seeks to introduce roadmap as a suitable method for setting regional planning in order to regional development. method: a case study strategy has been used in this paper. the case for analysis is illinois in the united states which delineating a science and technology roadmap for its regional planning. based on benchmarking, the paper provides an appropriate research approach to set science and technology planning at the regional level in iran. findings: the most important finding of the study is to provide a suitable roadmap for regional science and technology preparation in order to formulate appropriate regional development plans. conclusion: considering the lack of a suitable method for prioritizing science and technology issues at the regional level in iran, this study seeks to present and propose a suitable method, therefore, by examining the illinois prioritization experience at first, regional roadmap based on science and technology has introduced as a tool for prioritizing regional science and technology. then in future studies, government departments will be able to formulate effective regional programs in order to help to develop regions in terms of technological, innovational and economic views.
