نقش دولت تمدنی و کنش‌گری در تاب‌آورسازی جامعه ایرانی در مقابل عدم قطعیت‌های آینده

هدف: تقویت دولت تمدنی ایران از طریق تاب‌آورسازی و استحکام درونی جامعه‌‌ و تقویت مجدد جامعه از طریق استحکام درونی و امکان تکیه بر قابلیت‌‌های داخلی دولت تمدنی‌‌‌است. در این تحقیق، پایدار سازی جامعه در مقابل بحران های ناشناخته ی آینده از طریق سیاست گذاری های انطباقی و ایجاد ظرفیت های تاب آوری برای گذار از بحران های آینده مورد بررسی قرار می گیرد.  روش: در این پژوهش از رویکرد تحلیلی توصیفی‌‌ و مصاحبه‌‌های عمیق استفاده شده است. برای گردآوری اطلاعات از اسناد و متون و همچنین مصاحبه با خبرگان به صورت فردی و جلسات گروهی از طریق نمونه‌‌گیری اشباع نظری استفاده شده است. یافته‌‌ها: وابستگی به مسیر در حوزه سیاست‌‌گذاری عمومی ‌مهم‌ترین مسئله پیش روی دولت تمدنی و جامعه ایرانی در بُعد داخلی است. بنابراین از منظر به چالش کشیدن استحکام درونی و تکیه بر داخل‌‌، وابستگی به مسیر در سیاست‌‌گذاری عمومی ‌مهم‌ترین مسئله دولت تمدنی ایران به شمار ‌‌می‌رود. نتیجه‌گیری: برای خروج از وابستگی به مسیر در حوزه سیاست‌‌گذاری عمومی‌‌، سیاست‌‌گذاری عمومیانطباقی باید مورد توجه دولت و نهادهای کلان و بلندمدت از قبیل مجلس شورای اسلامی و... قرار گیرد. در این تحقیق چرخه انطباقی برای سیاست‌‌گذاری عمومی برای تاب‌آورسازی مطرح شده است. در این چرخه پنج زیرسیستم زیرساخت‌‌ها‌‌، زیست‌محیطی‌‌، اقتصاد‌‌، تاریخی‌‌‌‌، اجتماعی و فرهنگی‌‌، و سیاسی و حکمرانی برای اعمال تبدیل‌‌های راهبردی به منظور تغییر جهت تدریجی ریل سیاست‌‌گذاری‌‌های عمومی مورد بررسی قرار گرفته است.

the role of civilized government and activism in making iranian society resilient to future uncertainties

purpose: to strengthen the civilized government of iran through resilience and internal strength of the society, and to strengthen the society again through internal strength and the possibility of relying on the internal capabilities of the civilized government. strengthening society through the strength of the state, and the result of the continuous strengthening of the state and society, is stability, and the foundation of a new islamic civilization in the future. method: in this study, analytical-descriptive approach and in-depth interviews were used. to gather information, documents and texts, as well as interviews with experts in individual form and group meetings, were used through theoretical saturation sampling. findings: dependence on the path in the field of public policy is the most important issue facing the civilized government and the iranian society in the domestic dimension. therefore, from the perspective of challenging internal strength and relying on the inside, dependence on the path in public policy is the most important issue for the civilized government of iran. conclusion: in order to get out of dependence on the path in the field of public policy, adaptive public policy should be considered by the government and long-term institutions such as the islamic consultative assembly and etc. in this study, an adaptive cycle for public policy for resilience has been proposed. in this cycle, five subsystems of infrastructure, environmental, economic, historical, social and cultural, and political and governance are examined to apply strategic transformations in order to gradually change the direction of public policy.
