چارچوب‌ یکپارچه‌آینده‌نگاری‌راهبردی‌ در شهر (مورد مطالعه : شهر اصفهان)

هدف: شهر اصفهان، شهری فرهنگی، با قدمت تاریخی، شهرت جهانی دارد و دارای موقعیت استراتژیک ویژه‌ای در کشور ایران است، لذا آینده‌نگاری‌ راهبردی می‌تواند بر مزیت‌های رقابتی و نسبی این شهر بیافزاید. پژوهش حاضر با هدف استخراج الگوی یکپارچه‌ی آینده‌نگاری راهبردی شهر اصفهان انجام گرفته است.روش: در این پژوهش ابتدا با استفاده از روش فراترکیب به استخراج مولفه‌های الگو به کمک مطالعات و اسناد کتابخانه‌ای پرداخته شده است. پس آن به کمک سه دور روش دلفی و با استفاده از خبرگان شهر و شهرداری اصفهان به انتخاب مولفه‌های شهر اصفهان پرداخته شده است. در انتها با استفاده از روش مدل سازی ساختاری تفسیری، اولویت‌دهی مولفه‌ها نسبت به هم صورت گرفته ‌است.یافته‌ها: نتایج نشان داد، الگوی یکپارچه آینده‌نگاری راهبردی، در مرحله‌ی ورودی و در سطح اول، چارچوب‌بندی محتوایی و در سطح نهائی، سوالات راهبردی ارائه می‌دهد. در مرحله ی آینده‌نگاری در سطح اول، تحلیل روند و در انتها با چشم‌انداز خاتمه می‌یابد. در مرحله ی خروجی آزمون گزینه‌های راهبردی در کنار نشانک‌ها و شگفتی‌سازها برای ورود به برنامه ی راهبردی و ایجاد مشارکت بین ذینفعان قرار می‌گیرد و در مرحله ی راهبرد، راهبردها برای رسیدن به برنامه ی پابرجا و تحلیل اثر آن ها بر بودجه، بهترین مولفه‌های الگوی آینده‌نگاری راهبردی برای شهر اصفهان هستند. همچنین با توجه به ترکیب رویکردهای مختلف آینده‌پژوهی به صورت گام‌به گام در سراسر الگو، یکپارچگی الگو نیز مورد توجه است.نتیجه‌گیری: باتوجه به نتایج تحقیق لازم است تا شهرداری اصفهان به منظور تقویت برنامه ی  ‌راهبردی، ضمن تنظیم سند آینده‌نگاری با الگویی یکپارچه، نسبت به تهیه ی سناریوها و جهت‌گیری‌های کلان اقدام نماید تا ضمن تقویت برنامه ی راهبردی به برنامه‌ای پابرجا دست یابد.

integrated strategic foresight in cities (case study: isfahan)

purpose: the city of isfahan, a cultural city with a long history, is famous in the world and has a strategic position in iran, so its future is important for the competitive and relative prosperity of this city. the aim of this study is to extract an integrated model of strategic foresight.method: first of all, using meta synthesis method, the components of the model have been extracted from library studies and documents. then, with three rounds of delphi method, using the experts of isfahan city and municipality, the components of isfahan city have been selected. finally, the interpretive structural modeling method prioritizes the components over each other.findings:the results showed that the integrated strategic foresight model presents content model in the input stage and first level and strategic questions in final level. foresight stage starts with trend analysis in the first stage and ends with vision in final level. in the output stage, the test of strategic options is set along with signals and wildcards to enter the strategic plans and create partnership among stakeholders. in the strategy stage, strategies towards strategic plans and their impact analysis on budget are considered as the best features for strategic foresight model of isfahan. conclusion: according to the research results, in order to achieve sustainable plans for the city and the municipality, while preparing a futuristic document with an integrated model, isfahan municipality should prepare scenarios for the desired image of the city in order to achieve sustainable plans while strengthening the strategic plan.
