وب سنجی در وب سایت شفافیت شهرداری تهران در سال 2020

با گذشت حدود سه سال از راه اندازی سایت اینترنتی شفاف سازی در شهرداری تهران و سایر شهرها بزرگ ایران با هدف مقابله با فساد مالی و اداری در این سازمان ها می گذرد. شفاف سازی اصولاً با رویکرد داده های باز که از طریق فناوری ها نوین ارتباطی و اطلاعاتی انتشار می یابد نشان از آن دارد که شفاف سازی میتواند یک پدیده رسانه ای تلقی شود. اکنون جا دارد تا تاثیرات این حرکت در فضای مجازی کشور ایران به درستی سنجیده شود تا معلوم شود این سامانه تا چه حدی به اهداف خود رسیده و اصولاً در چه مسیری حرکت می نماید. محور اصلی تحقیق در اینجا شهرداری تهران به مثابه بزرگترین کلان شهر ایران و پایتخت این کشور قرار گرفته است. شناخت سایت های اینترنتی که با این سامانه شفافیت شهرداری تهران پیوند برقرارکرده اند به عنوان نمایندگان گروه های اجتماعی می تواند ما را یاری کند تا تاثیرات این سامانه بر جامعه ایران بهتر بررسی کنیم. این مقاله با روش تحقیق تحلیل پیوندی و با استفاده از نرم افزار وب سنجی به دنبال سنجش آمار سایت های پیوند داده شده با سامانه اینترنتی شفافیت شهرداری تهران بوده است و پس از استخراج آماری این سایت ها آنها را طبقه بندی معنایی نموده تا ویژگی اجتماعی آنها و اهداف مدنظر آنها بهتر شناخته شود. سایت های خبری و سیاسی در این میان بیشترین ارجاع و پیوند را با سامانه اینترنتی شفافیت شهرداری تهران داشته اند و این نشان از اهمیت سیاسی حرکت شفاف سازی در کشور ایران دارد. به طوری که به نظر می رسد این حرکت در ایران بسوی سیاسی شدن پیش رفته است، امری که می تواند با ماهیت شفاف سازی مالی و اداری که امری تخصصی می باشد در تضاد باشد.

Webometric in the Tehran municipality Transparency Website in 2020

It is nearly three years since lunching the transparency website in the Tehran municipality and other big cities of Iran with the purpose of fighting against financial and administrative corruption there. The transparency via open data approach, which spreads by new communication and information technology, basically shows that it can be considered as a media phenomenon. Now it is time to estimate its impacts on the cyberspace in Iran to show that how much this system has approached its purposes and where it is heading to. The main focus of the research is on the municipality of Tehran as the biggest city and the capital of Iran. Recognizing websites linked to the Tehran municipality transparency system, as representatives of social groups, can help us to survey the impacts of this system on Iran society much better. This article was looking for the number of websites linked to the online Tehran municipality transparency system by linkage analysis research method with the help of Webometric software and after exporting these websites statistically, they were semantically grouped to better understanding of their social characteristic and intended purposes. Most of the referred and linked websites to the Tehran municipality transparency system were the report and political sites, which shows the political importance of transparency movement in Iran. It seems that this movement is getting political. It can be in conflict with the financial and administrative nature of transparency, which is a specialized matter.
