ارزیابی پروژه‌های عمرانی شهرداری دامغان بر مبنای مدیریت ارزش بدست آمده

پروژه‌های عمرانی، پروژه‌هایی هستند که با هزینه سنگین، به‌قصد توسعه زیرساخت‌ها اجرا می‌شوند. برخی از این پروژه‌ها، باهدف توسعه اقتصادی و اجتماعی، اهداف دوربرد ملی را مدنظر قرارداده، مترصد کمک به توسعه سریع و پربازده هستند. این پروژه‌ها معمولاً به اجرای سایر پروژه‌ها کمک می‌کنند. برای برنامه‌ریزی بهتر همان‌طور که در چرخه بهبود مستمر نیز مشخص‌شده باید پروژه‌ها همواره تحت کنترل مناسب بوده و بر اساس یکسری شاخص تعریف‌شده مورد پایش قرارگرفته و از طریق تحلیل خروجی که از این شاخص‌های کنترلی بدست می‌آید، فرآیند اصلاح و بهبود در پروژه‌ها انجام شود. یکی از مهم‌ترین دغدغه‌های مدیران ارشد سازمان‌های پروژه محور، ارزیابی عملکرد پروژه‌های سازمان و همچنین رتبه‌بندی پروژه‌ها بر اساس شاخص‌های کاربردی در طول اجرای پروژه است. اطلاعات ماحصل ارزیابی عملکرد، در پیاده‌سازی مدیریت استراتژیک به مدیران کمک شایانی می‌نماید. اولین مسئله انتخاب شاخص‌های مناسب و همچنین ترکیب آن‌ها جهت نیل به یک شاخص جامع است ، بدین منظور بررسی شاخص‌ها و انتخاب شاخص‌های موردقبول همگان از ضروریات این موضوع است. با توجه به تجربیات نویسندگان در اجرای پروژه‌های عمرانی، در این مقاله سعی شده است تا چگونگی تبدیل شاخص عملکردی کیفیت به کمیت با رویکرد پروژه‌های عمرانی توضیح داده شود که البته لازم به ذکر است که این موضوع قابل‌گسترش به سایر حوزه‌ها نیز خواهد بود.

For better planning, as specified in the continuous improvement cycle, projects should always be under proper control and monitored based on a set of defined indicators, and by analyzing the output obtained from these control indicators, the process of improvement and improvement in projects should be carried out. One of the most important concerns of senior managers of project-oriented organizations is the evaluation of the performance of the organization s projects and also the ranking of projects based on practical indicators during the implementation of the project. The information obtained from the performance evaluation helps the managers in the implementation of strategic management. The first issue is choosing suitable indicators and combining them in order to achieve a comprehensive index, in this sense, examining the indicators and choosing the indicators accepted by everyone is one of the essentials of this issue. According to the authors experiences in the implementation of construction projects, in this article, an attempt has been made to explain how to convert the performance index of quality into quantity with the approach of construction projects, but it should be noted that this issue can be extended to other areas as well.
