برنامه ریزی هماهنگ کاربری زمین و حمل و نقل؛ مطالعه موردی منطقه 2 تهران

شدت یافتن اثرات زیانبار حمل و نقل شهری در چند دهه اخیر مورد توجه برنامه ریزان شهری و مهندسین حمل و نقل قرار گرفته، بنابراین راه حل های زیادی برای رفع معضلات حمل و نقل پیشنهاد شده و با توجه به شرایط شهرها، راهبرد های مختلفی به‌کار گرفته می شود. از آنجا که منطقه 2 تهران به عنوان سومین منطقه پرجمعیت تهران شناخته می شود و در سال گذشته 790 هزار سفر در آن تولید شده است، تنها 40 هزار نفر در ساعات اوج ترافیک از حمل و نقل عمومی استفاده می کنند و خطوط مترو در این محدوده فقط 1/0 درصد از جابجایی های سالانه را انجام می دهند و تعداد تصادفات این منطقه در تهران رتبه دوم را به خود اختصاص داده است. این پژوهش با توجه به مسائل و اهدافی چون تعیین مناسب ترین راهبرد حمل و نقلی در محدوده‌ موردمطالعه و بررسی مشکلات موجود و تعدیل آنها جهت بهبود حمل و نقل محدوده مورد مطالعه از برنامه ریزی هماهنگ کاربری زمین و حمل و نقل استفاده کرده و با تبیین شاخص‌های این نظریه و بررسی عملیاتی کردن آنها در منطقه 2 از طریق مدل مقایسات زوجی و پرسشنامه، به اولویت بندی شاخص های منتج از برنامه ریزی هماهنگ کاربری زمین و حمل و نقل پرداخته که افزایش تراکم کاربری ها در اطراف پایانه ها و ایستگاه های حمل و نقل عمومی با بیشترین امتیاز به عنوان اولویت اول برگزیده شد. با توجه به وضع موجود محدوده مورد مطالعه و اینکه هیچ راه حل منفردی برای حل مشکلات پیچیده حمل و نقل وجود ندارد، پیشنهاد می شود که یک ساز و کار جامع و هماهنگ با برنامه ریزی بلند مدت به‌کار گرفته شود تا نظریه برگزیده این پژوهش یعنی برنامه ریزی هماهنگ کاربری زمین و حمل و نقل در منطقه 2 تهران عملیاتی شود.
