اثرات مثبت ومنفی تقسیم استان سیستان وبلوچستان برتوسعه روستایی وشهری

یکی از مسائل و چالش های اساسی در حوزه مدیریت و سیاست گذاری نواحی داخلی کشور، بحث نظام تقسیماتی و ناحیه بندی سیاسی است. اگر این تقسیمات به طور کار آمد طراحی شده باشد می تواند پایه های حاکمیت دولت را در کلیه نقاط کشور نیرومند سازد.- سیستان و بلوچستان به لحاظ وسعت استانی بسیار گسترده محسوب می‌شود و بودجه‌ای که به آن تخصیص می‌دهند به اندازه یک استان متوسط است.در این شرایط چهار استان.با نگرش قومی وبه دور ازحساسیت در آینده می توانند از ترکیب زیر برخوردار شوند: الف: سیستان وبلوچستان شمالی با مرکزیت زابل (زابل، زهک ، هیرمند ،نیمروز، هامون،شهرک علی اکبر،بنجار)ب: سیستان وبلوچستان مرکزی مرکزیت زاهدان(زاهدان، خاش ، میرجاوه،نصرت آباد،تفتان،کورین،لادیز)ج: سیستان وبلوچستان جنوبی مرکزیت ایرانشهر(ایرانشهر، سرباز ، سراوان ،گلشن، سیب سوران، مهرستان، دلگان، فنوج،لاشار)د: سیستان وبلوچستان ساحلی با مرکزیت چابهار (چابهار، کنارک ، نیکشهر ، دشتیاری، قصرقند،زرآباد، راسک) در هر صورت بدیهی است تصمیم نهایی بعد از بررسی کارشناسانه و مطالعات همه جانبه توسط مسئولین ذیربط اتخاذ خواهد شد. لذا حفظ وضع موجود ، عامل مهمی در عقب ماندگی شهرهای سیستان و بلوچستان نسبت به شهرهای استان های مجاور شده است .باتوجه کاهش حوزه خدمات شهری وروستایی درتقسیم بندی رسیدگی و ارانه خدمات و عدالت اجتماعی وبرقرارمی شود،دربعدفرهنگ محدود به یک حوزه یاسرزمین نیست و نباید امنیت و فرهنگ را درمقابل توسعه اقتصادی قرار داد،اگر درحوزه اقتصادی ضعیف باشیم به تبع فقر،بزهکاری،قاچاق افزایش می یابد و امنیت کاهش می یابد،درحوزه امنیت و حوزه تحت فرماندهی باکاهش بعد مسافت دوچندان می شود ،اماتقسیم استان باتوجه تقسیمات کارشناسی و برای توسعه انکارنشدنی است، تقسیم استان بانام قبلی واضافه شدن چهارپسوند(شمالی،مرکزی،جنوبی،ساحلی) نه قومیت وفرهنگ دچارچالش نخواهدشد.توسعه روستایی به منزله شاه کلید توانمندی حوزه شهری وسیاسی است که باتقسیم استان محقق خواهدشد.
