بررسی رابطه توسعه نیافتگی و تروریسم پس از انقلاب با تاکید بر ضرورت تقسیم استان سیستان و بلوچستان

امنیت یک نیاز اولیه، اساسی و هدفی متعالی برای زندگی اجتماعی است. چرا که تقریبا دستیابی به سایر اهداف ملی و بین المللی همانند توسعه (سیاسی، اقتصادی، اجتماعی و فرهنگی) قدرت، اقتدار، ثبات، مشروعیت و ... به نوعی در گرو حصول امنیت ملی است. . استان سیستان و بلوچستان با توجه به موقعیت جغرافیایی و دوری از هسته مرکزی ایران و عامل جدا کننده آن که کویر لوت می باشد . در حالی که شرایط ویژه ژئوپلیتیک، موقعیت جغرافیایی و ترانزیتی، وجود منابع غنی معدنی، شرایط مناسب آب و خاک حاصل خیز جهت کشت محصولات گرمسیری و خارج از فصل، شرایط مناسبی برای احداث مراکز صنعتی و گردشگری و غیره را در این استان فراهم نموده و در صورت وجود نظام سیاستگذاری و مدیریت کارآمد و افق نگر زمینه تحول و توسعه جهشی آن مهیا می باشد. بنابراین تقسیم استان یک ضرورت استراتژیک بوده که نتیجه قهری آن کم کردن فاصله­ های مکانی و اقتصادی، اجتماعی در نواحی شهری و روستایی خواهد بود، در عین حال راه برون رفت از تله مرکز- پیرامون و لاجرم توسعه ضرایب امنیتی و دور شدن از سیاست های جزیره ­ای و شکل گیری رویکرد فرابخشی برای توسعه پایدار سیستان و بلوچستان می باشد، که این مهم ره آورد تقسیمات کشوری جدید در منطقه خواهد بود ،تروریسم هر چند همواره به عنوان عامل تهدید کننده امنیت ملی کشورها مطرح بوده اما در دنیای امروز تحت تاثیر تحولات جهانی شدن دچار تحول و تغییرات بسیاری شده است. مسایل توسعه نیافتگی در این استان .نبود اشتغال .فقر .بیسوادی .و...ازجمله عواملی هستند که به تروریسم در این استان دامن میزنند.بنا به اهمیت و به چشم آمدن توسعه نیافتگی در این استان وجامعیت این مفهوم در برگرفتن سایر عوامل ما را بر آن داشت تا به این مساله و ارتباط آن با تروریسم در استان سیستان و بلوچستان بپردازیم. لذا حفظ وضع موجود ، عامل مهمی در عقب ماندگی شهرهای سیستان و بلوچستان نسبت به شهرهای استان های مجاور شده است .باتوجه کاهش حوزه خدمات شهری وروستایی درتقسیم بندی رسیدگی و ارانه خدمات و عدالت اجتماعی وبرقرارمی شود،دربعدفرهنگ محدود به یک حوزه یاسرزمین نیست و نباید امنیت و فرهنگ را درمقابل توسعه اقتصادی قرار داد،اگر درحوزه اقتصادی ضعیف باشیم به تبع فقر،بزهکاری،قاچاق افزایش می یابد و امنیت کاهش می یابد،درحوزه امنیت و حوزه تحت فرماندهی باکاهش بعد مسافت دوچندان می شود

Therefore, the division of the province is a strategic necessity, the forced result of which is to reduce the spatial, economic and social distances in the urban areas and It will be rural, at the same time, the way out of the center-periphery trap is to develop security coefficients and move away from insular policies and form a cross-sectoral approach for the sustainable development of Sistan and Baluchistan.that this will be important for new country divisions in the region, although terrorism has always been considered as a threat to the national security of countries, but in today s world, it has undergone many transformations and changes under the influence of globalization. The issues of underdevelopment in this province, lack of employment, poverty, illiteracy, etc., are among the factors that fuel terrorism in this province. According to the importance and visibility of underdevelopment in this province and the comprehensiveness of this concept, we include other factors. prompted us to address this issue and its connection with terrorism in Sistan and Baluchistan province.Therefore, maintaining the status quo has become an important factor in the backwardness of the cities of Sistan and Baluchistan compared to the cities of the neighboring provinces. Considering the reduction of urban and rural services in the distribution of services and social justice, the dimension of culture is not limited to one area or territory and should not be. He placed security and culture in front of economic development, if we are weak in the economic field, then poverty, crime, and smuggling will increase and security will decrease. The problem of Afghans entering the Saravan border without identification has caused harsh social norms and extensive military espionage operations. The division of the province will lead to more control of the border, reduction of economic problems, reduction of the movements of autonomous groups and ultimately the development of the province.
