اصول بازآفرینی مشارکتی بافت‌های شهری برگرفته از تجارب انگلستان و اسکاتلند

امروزه یکی از دغدغه‌های مدیران شهری اخذ تصمیمات مناسب و اجرای موفق آن‌ها در راستای بازآفرینی بافت‌های شهری تاریخی و ناکارآمد است. این هدف جز از طریق مشارکت تمامی ذی‌نفعان به خصوص مردم و نهادهای محلی در تمام مراحل فرایند از تصمیم‌گیری تا اجرا محقق نخواهد شد. در جهان حدود 6 دهه است که سیاست‌ها و راهکارهایی برای تحقق این امر تجربه شده است. دو کشور انگلستان و اسکاتلند از کشورهای موفق در این زمینه می‌باشند که آموخته‌های ناشی از تجارب آن‌ها به‌عنوان اسناد معتبر مورد پیروی بسیاری از کشورها قرار گرفته است. بنابراین در مقاله پیش‌رو، با هدف بهره‌بردن از اصول آموزنده تجارب جهانی برای به‌کارگیری در سیاست‌های بازآفرینی بافت‌های شهری ایران، با روش توصیفی-تحلیلی و شیوه کتابخانه‌ای به خوانش تجارب چند دهه این دو کشور و استنتاج نکات آموزنده آن پرداخته شده است.

The principles of collaborative regeneration of urban fabrics derived from the experiences of England and Scotland

Today, one of the concerns of city managers is taking appropriate decisions and their successful implementation in the direction of regeneration of historical and inefficient urban fabrics. This goal will not be achieved except through the participation of all stakeholders, especially people and local institutions, in all stages of the process from decision making to implementation. In the world, for about 6 decades, policies and solutions to realize this have been experienced. The two countries of England and Scotland are successful countries in this field, and the lessons learned from their experiences have been followed by many countries as valid documents. Therefore, in the upcoming article, with the aim of using the instructive principles of global experiences to be used in the regeneration policies of the urban fabrics of Iran, with the descriptive-analytical method, the reading of the experiences of several decades of these two countries and the conclusions of its instructive points have been discussed.
