الگوی پیشنهادی برنامه ریزی انطباق کاربری زمین؛ بازنگری محتوایی و فرایندی

شهرها در حال تغییر و تحول دائمی هستند، بنابراین برنامه های توسعه شهری بایستی بطور مداوم بروز رسانی گردند. در ایران از اوایل دهه 1380، طرح های انطباق شهرسازی به منظور تطبیق تحولات و نیازهای روز با برنامه های جامع و تفصیلی وارد ادبیات شهرسازی کشور گردیدند؛ اما در طول بیست سال گذشته، این طرح ها نتوانستند به هدف غایی خود، که همانا کمک به توسعه برنامه ریزی شده شهرها در خلاء عدم کارایی و اثربخشی برنامه های توسعه شهری بود، دست یابند. برخی از علل این موضوع عبارتند از: مشخص نبودن جایگاه این طرح ها در نظام برنامه ریزی کشور، تدوین شرح خدمات مبتنی بر دیدگاه های سنتی برنامه ریزی، ضعف در سیستم آموزش شهرسازی و برنامه ریزی کشور و عدم تعریف کیفیت های حرفه ای (اصول اخلاق حرفه ای) مورد انتظار برای شهرسازان (جهت صدور پروانه اشتغال). براین اساس در این مقاله سعی گردیده با شناخت موانع و معایب موجود این طرح ها، الگوی کارآمدی در قالب فرایند برنامه ریزی کاربری زمین برای این طرح ها پیشنهاد گردد.

Proposed process for land use adaptation planning; Content and process review

Cities Continuously are evolving, so urban development plans need to be constantly updated. In Iran, since the early 1380s, in order to adapt the developments and up-to-date requirements with comprehensive and detailed plans, urbanism adaptation projects to enter the country s urban planning literature; But over the past twenty years, these plans have failed to achieve their ultimate goal of helping Scheduled development in the vacuum of inefficiency and ineffectiveness of urban development plans. Some of the reasons for this are: Lack of a clear place in the country s planning system, the process based on traditional planning theories, Weakness in the country s urban planning education system and the lack of definition of professional qualities (principles of ethics Professional) expected for urban planners. Accordingly, in this article, by recognizing the existing obstacles and disadvantages of these plans, an efficient model for land use adaptation planning process is proposed.
