ارائه راهبردهای بهره مندی از رهیافت سیستمی در فرآیند برنامه ریزی شهری

در دنیای امروز گسترش و پیچیدگی جوامع، مشکلات فراوانی را مقابل برنامه ریزان و تصمیم گیران و مدیران شهری قرار داده است. ضعف روش های سنتی (ساده انگاری در کل نگری و تجزیه تصنعی مسایلی که دارای ماهیت پیچیده و غیر قابل تجزیه دارند به اجزای ساده) صاحبنظران و متفکرین جدید را به سوی نگرش های ترکیبی و نظام گرا سوق داده و به پیدایش نظریه عمومی سیستمها و رویکرد سیستمی منتهی کرده است. سیستم های اطلاعاتی در راستای چیرگی بر مشکل گستردگی مطالب پا به عرصه گذاشته اند و از جمله ابزار مهم و کارا در امر برنامه ریزی و تصمیم گیری شهری می باشند. در این پژوهش با استفاده از روش توصیفی – تحلیلی راهکارهای ترویج رهیافت سیستمی در برنامه ریزی و فرایند تصمیم سازی و تصمیم گیری شهری بررسی شده است و ابزارهای موثر در این فرایند و به طور خاص سیستم های پشتیبان تصمیم گیری و سیستم اطلاعات جغرافیایی در نظام شهری مورد تحلیل و ارزیابی قرار گرفته است. نتایج حاصل از تحلیل ها نشان می دهد شهر به مثابه یک سیستم، نیازمند برنامه ریزی سیستمی است و کاربست این چرخه در مطالعات برنامه ریزی و تصمیم سازی شهری در حل مسائل مختلف با استفاده از فن آوری های روز امکان پذیر است و رسیدن به این مهم بیش از پیش نیازمند آموزش و فرهنگ سازی در این زمینه می باشد.

Methods of promoting system approach in urban decision and planning

Nowadays Complexity of developing countries causes many problems in front of city planners, decision makers and managers. Weakness of traditional methods due to the simplification of comprehensive issue on one side and the issues of artificial in nature are complex and non-experience into simple components, on the other hand lead new scholar and thinkers to the combination and system-oriented approach to use. And the advent of general systems theory (General System Theory) and has led to a system approach. In recent decades the strain of massive data and Decisions in complex and unstructured environments with multiple and conflicting goals and different standards of quality and quantity measurement Necessary to approach decision-making system in models of multiple uses was expressed. So Information systems in order to overcome these problems are made up. These systems, including important and efficient tool in the urban planning and decision making because the strain of massive data collected through these systems will be evaluate in hierarchy presses. So in this paper with slightly method explain how we can promote system approach in urban decision and planning and will be analysis the importation of effective tools especially decision making support system and geography information system. The result of analysis show that the city as a system requires planning system .this cycle of studies in urban planning and decision making in solving various problems with the use of technology is possible. To achieve this importance need to have more of education and culture in this area.
