نقش ساختار قدرت در خاورمیانه و تاثیر آن بر رویکرد طرح خاورمیانه بزرگ

بی تردید منطقه خاورمیانه، از مهم‌ترین مناطقی است که تمرکز و توجه بسیاری از بازیگران بین‌المللی را به خود معطوف کرده است. موقعیت ژئوپلیتیک، ژئواستراتژیک، ذخایر عظیم انرژی، از مهم‌ترین عواملی است که باعث اهمیت مضاعف این منطقه شده است. نقش ساختار قدرت در خاورمیانه و تاثیر آن بر رویکرد طرح خاورمیانه بزرگ چیست؟ از این رو، هرکدام از بازیگران و سازما‌ن‌های بین‌المللی، منطقه‌ای و فرامنطقه‌ای، برای توسعۀ نفوذ و حضور در خاورمیانه به رقابت پرداخته و درصدد دستیابی به منافع و اهداف خاص خود در منطقه هستند. آمریکا به عنوان مهمترین بازیگر فرامنطقه ای دخیل در معادلات سیاسی، امنیتی و افتصادی این منطقه همیشه مورد توجه دیگر بازیگران منطقه ای و فرامنطقه ای بوده است و اقدامات سیاسی این کشور و ابعاد متنوع و گستردگی آن بر نحوه ی شکل گیری و تغییر و تحول ساختار های قدرت در این حوزه موثر بوده است. آمریکا در راهبردهای خاورمیانه ای خود اهداف کوتاه مدت، میان مدت و بلند مدتی را دنبال می کند و توامان از ابزارهای متنوع سخت و نرم برای تحقق این اهداف استفاده میکند. نظم جدید حاکم بر خاورمیانه ی مورد نظر آمریکا، مبتنی بر ایجاد توازن قوا و جلوگیری از ایجاد یک ابرقدرت منطقه ای است. به عبارت دیگر، آمریکا در تلاش است تا با کمک قدرت های منطقه به طور موازی از قدرت گرفتن بیش از حد یکی و تضعیف دیگری جلوگیری نماید و از این طریق اهداف سیاسی، اقتصادی و امنیتی خود را دراین منطقه دنبال کند. در این رهگذر، جمهوری اسلامی ایران به عنوان یکی از مهمترین بازیگران قدرتمند منطقه ای بیشترین نقش را در ایجاد نظم منطقه ای و شکل دهی به ساختارهای سیاسی، اقتصادی و امنیتی خاورمیانه دارد. از این رو، شایسته است سیاست های راهبردی خویش را متناسب با ساختار های قدرت در این منطقه و سیاست خارجی دیگر بازیگران منطقه ای و فرامنطقه ای به خصوص آمریکا بازسازی نماید تا از این طریق هم از فرصت های به و جود آمده بهره برداری نماید و هم هزینه های احتمالی ناشی از قدرت بازیگری دیگر بازیگران را به حداقل ممکن برساند. تحقیق حاضر با پیشنهاد راهبرد موازنه سه بعدی قدرت به بررسی پیش شرطها و لوازم اتخاذ این راهبرد و چگونگی بهره گیری جمهوری اسلامی ایران، به عنوان عامل ثبات در منطقه، از سیاست بیطرفی فعال در قبال قدرتهای بین المللی در عین جلوگیری از بروز خلا قدرت در خاورمیانه، می پردازد.

The geopolitical, geostrategic position, huge energy reserves are among the most important factors that have made this region doubly important. Powers have been effective in this field. America pursues short-term, medium-term and long-term goals in its Middle East strategies, and uses various hard and soft tools to achieve these goals. The new order governing the Middle East desired by America is based on creating a balance of power and preventing the creation of a regional superpower.. In other words, America is trying to prevent one from gaining too much power and weakening the other in parallel with the help of regional powers, and in this way pursue its political, economic and security goals in this region. In this passage, the Islamic Republic of Iran, as one of the most important and powerful regional players, plays the biggest role in creating regional order and shaping the political, economic and security structures of the Middle East. Therefore, it is appropriate to rebuild its strategic policies in accordance with the power structures in this region and the foreign policy of other regional and extra-regional actors, especially the United States, in order to take advantage of the opportunities created in this way. to minimize the possible costs caused by the acting power of other actors.The present research proposes the three-dimensional balance of power strategy to examine the preconditions and requirements for adopting this strategy and how the Islamic Republic of Iran, as a factor of stability in the region, can use the policy of active neutrality towards international powers while preventing the emergence of a vacuum.
