ارزیابی سیستم حکمرانی بر اساس منطق شهدا

در ایران برنامه های حکمرانی کمتر موفق عمل کرده است و استقرار حکمرانی تعالی‌گرا به‌عنوان روشی بومی در برنامه ریزی ازجمله این تلاش هاست. صاحب نظران بر این اعتقادند که این حکمرانی می‌تواند در توسعه کشور دخیل باشد. لذا این پژوهش با ارائه الگویی جهت ارزیابی حکمرانی تعالی گرا با منطق شهدا به‌ روش کیفی با هدف کاربردی و توسعه ای و به صورت توصیفی نگارش یافته است؛ به گونه ای که بر این اساس به روش کتابخانه ای، اسنادی و رصد پایگاه های الکترونیکی در باب ارزیابی سیستم حکمرانی تعالی گرا وصیت نامه شهدا در باب سخنرانی ها مبنای مطالعه قرار گرفت و با انجام مصاحبه های نیمه ساختاریافته و فرآیند روش تحلیل تم از مجموع 319 کد اولیه و 38 کد فرعی 3 کد اصلی مدل ارزیابی حکمرانی با منطق شهدا ترسیم گردید. نتایج احصاء شده پژوهش حاکی از این است که حکمرانی تعالی گرا با منطق شهدا در نظام حکمرانی فعلی موثر است. و نتایج تحقیقات بیانگر این مهم است که ادارات و وزارت خانه ها با ایجاد، تقویت شاخص های احصا شده به دنبال ارزیابی و اجرای حکمرانی تعالی گرا با منطق شهدا باشند.

governance programs have not been very successful in iran and establishing transcendental governance as an indigenous approach in planning is one of these endeavors. experts contend that this governance can contribute to the country’s development. therefore, this research aims to propose a model for assessing transcendental governance by using the statements of the supreme leader (may god protect him) using a qualitative method, with an applied and developmental objective and in a descriptive manner; in such a way that based on this, by library method, documentary and monitoring electronic databases on assessing transcendental governance system, testament of martyrs on speeches was the foundation of study and by conducting semi structured interviews and thematic analysis method from total 319 initial codes and 38 sub codes, three main codes of assessment model of governance based on rationale of martyrs were depicted. the research findings show that transcendental governance based on rationale of martyrs is influential in the current governance system and the research outcomes suggest that offices and ministries should create, enhance the calculated indicators to attain their goals. pursue the assessment and implementation of transcendental governance based on rationale of martyrs.
