نگاهی کوتاه به عملکرد انجمن های بلدیه و ایالتی و ولایتی از سال 1325 تا 1328 ه .ق بر طبق اسناد

این نوشتار به اختصار عملکرد انجمن های بلدیه و ایالتی و ولایتی پس از استقرار دولت مشروطه در ایران را از سال 1325 تا 1328ه.ق، با تکیه بر اسناد مهم بررسی می نماید. با تدوین قانون اساسی و طبق اصل 90 تا 93، فرمان تشکیل این انجمن ها صادر و طرز انتخاب نمایندگان آنان نیز مشخص شد. در واقع دولت قصد داشت تا با این اقدام به برقراری نظم، امنیت و عدالت در اقصی نقاط کشور یاری رساند. اما همین مسئله سبب گردید تا برخی از امورات محلی از امور ملی تفکیک گردد و اداره آنها در صلاحیت مقامات محلی قرار گیرد و آنان چه از جهت انتخاب و چه از حیث برکناری نسبتا مستقل از مقامات دولت مرکزی باشند. همچنین اختیارات گسترده در این حوزه نظیر؛ تصویب بودجه شهر، برقراری مالیات ها و عوارض محلی، نظارت بر اداره اموال شهر، تصویب اخذ وام و به طورکلی تصویب هرگونه معاملات برعده انجمن ها بود. این مقاله با استفاده از روش پژوهش تاریخی مبتنی بر توصیف و تحلیل و با تکیه بر اسناد و منابع، ابعاد و زوایای این موضوع را بررسی خواهد کرد. یافته های تحقیق نشان می دهد، انجمنها با اختیاراتی که داشتند در برخی از مواقع از قدرت خویش سوء استفاده کردند و برخلاف نظر حکومت مرکزی رفتار نمودند. با این حال، جهت حفظ ظاهر تا حدودی به مناطق تحت سیطره خویش توجه کرده و اقدامات عام المنفعه ای را انجام دادند.

a brief look at the performance of the baladeh and state and provincial associations from 1325 to 1328 ah according to the documents

this article briefly examines the functioning of the baladiyeh, state and provincial associations after the establishment of the constitutional government in iran from 1325 to 1328 ah, relying on important documents.by drafting the constitution and in accordance with principle 90 to 93, the order was issued for the formation of these associations and the manner inwhich their representatives were elected. in fact, the government intended to help restore order, security and justice in all parts of the country. however,this led to the separation of some local affairs from national affairs and their administration is in the capacity of local authorities and they are either relatively independent from the authorities of the central government for the purpose of choosing or for removal them. there are also broad powers in this area, approval of the city budget, establishment of taxes and local taxes, supervision over the administration of the city property, approval of obtaining a loan and, in general, approval of any transactions was carried outby the associations. this paper uses a historical research methodology based on description and analysis and relying on documents and resourcesdimensions and angles of this issue will checked. research findings show, associations with the have authority they had at some times abuse their powerand behaved unlike the central government opinion. however, to preserve the appearance somewhat they paid attention to the areas under their controland they gave out general activities.
