بررسی عدالت فضایی در شهر با تاکید بر توزیع خدمات شهری، مطالعه ی موردی: شهر بندرانزلی

از عوامل موثر در توسعه ی شهر می توان عدالت فضایی را نام برد. عدالت فضایی ارتباط دهنده عدالت اجتماعی و فضاست. آنچه در مدیریت شهری اهمیت دارد، توزیع مناسب خدمات شهری است. این امر به تحقق پذیری عدالت فضایی در شهر کمک می کند. پژوهش حاضر، با هدف بررسی عدالت فضایی در شهر با تاکید بر توزیع خدمات شهری در شهر بندرانزلی صورت گرفت. این مطالعه، از نظر ماهیت، کاربردی و از لحاظ روش مطالعه، توصیفی-تحلیلی است. اطلاعات مورد نیاز برای انجام این پژوهش به صورت کتابخانه ای و با استفاده از مراجعه به مراکز و سازمان های مربوطه جمع آوری شدند. به منظور تجزیه و تحلیل داده ها، از شاخص هایی همچون سرانه، شعاع عملکرد، ضریب پراکندگی و به منظور سطح بندی نواحی شهر بندرانزلی از نظر دسترسی به امکانات و خدمات از تکنیک ویکور استفاده شده است. نتایج حاصل از تحقیق نشان داد که با توجه به عواملی، مانند: سیاستگذاری ها، عدم هماهنگی جمعیت و خدمات، توزیع نامتعادل خدمات در محلات، شعاع دسترسی و.... بیشترین میزان پراکندگی کاربری ها در سطح شهر، مربوط به کاربری فضای سبز و پس از آن کاربری بهداشتی-درمانی است و کمترین میزان ضریب پراکندگی نیز، مربوط به کاربری آموزشی و پس از آن تجاری-خدماتی است. یافته ها براساس نتایج حاصل از آزمون ویکور، برخوردارترین ناحیه از خدمات عمومی شهری ناحیه ی 5 است. پس از آن نیز، به ترتیب نواحی 2، 6، 4، 3، 8، 9، 7 و 1 در رتبه های بعدی قرار دارند.

spatial justice can be mentioned as one of the effective factors in the development of the city. spatial justice connects social justice and space. what is important in urban management is the proper distribution of urban services. this helps to realize spatial justice in the city. the aim of this study was to investigate spatial justice in the city with emphasis on the distribution of urban services (case study: bandar anzali city). the present study is applied in nature and descriptive-analytical in terms of study method. the information required for this research was collected in the form of a library and by referring to the relevant centers and organizations. in order to analyze the data, indicators such as per capita, yield radius, dispersion coefficient and in order to stratify the areas of bandar anzali city in terms of access to facilities and services vikor model were used. after that, districts 2, 6, 4, 3, 8, 9, 7 and 1 are ranked next, respectively. the results of the research showed that the highest dispersion rate is related to green space use and then health use and the lowest dispersion coefficient is related to educational and then commercial-service use. but according to the results of the vikor test, district 5 has the most urban public services.
