تحلیلی بر سیاست‌های حکمرانی در جهت سازگاری با تغییرات آب و هوا

تغییر اقلیم یکی از چالش‌های اساسی در قرن حاضر است. برای حل این چالش‌ها در مقیاس بین المللی باید در رویکرد حکمرانی کنونی در ارتباط با تغییرات آب و هوا تغییرات جدی و اثرگذاری ایجاد کرد. هدف پژوهش حاضر بررسی وضعیت تهدیدها و چالش‌های محیطی ناشی از حکمرانی تغییرات آب و هوا در مقیاس‌های فراملی و بین المللی در جهت سازگاری با روند تغییر اقلیم است. روش تحقیق در این پژوهش مبتنی بر تحلیل‌های کیفی با استناد به کمیت‌های تاثیرگذار در حوزه بین الملل و مبتنی بر چند گام اساسی است. در ابتدا یک تحلیل کلی از مفاد کنوانسیون‌های تغییر آب و هوایی جهت برقراری پیوند عمیق بین حقوق بین الملل و داخلی انجام شد. در گام بعدی رهیافتی برای برون‌رفت از چالش‌هایی قبلی ارائه و نهایتاً نقش‌پذیری قوانین بین‌الملل و سازوکارهای حل اختلاف در حکمرانی تغییرات آب و هوا بررسی شد. با استفاده از نرم افزار spss و به روش تحلیل مولفه مبنا pca و ترسیم نمودار اسکری، 4 عامل مهم و اثرگذار در حکمرانی آب و هوا شناسایی شد. یافته‌های این پژوهش نشان داد که که نبود یا ضعف سازوکارهای مناسب و واحدی که بتواند اختلاف بین کشورهای عضو را در زمینه حکمرانی حل نماید، بیشترین درصد را (34 درصد) در تبین واریانس عامل‌ها دارد. قوانین و مقررات ملی نیز کمترین درصد تبین واریانس (16 درصد)، را در بین عامل‌ها دارا است.

an analysis of governance policies to adapt to climate change

climate change is one of the major challenges of this century. to eliminate these challenges on an international scale, serious and effective changes should be made in the current governance approach related to climate change. the aim of the current research is to investigate the state of threats and environmental challenges caused by the governance of climate change in transnational and international scales. the research method in this study is based on qualitative analysis with reference to influential quantities in the international field and based on several basic steps. at first, a general analysis of the provisions of climate change conventions was done to establish a strong link between international and domestic law. in the next step, an approach to overcome the previous challenges was presented and finally, the role of international laws and dispute resolution mechanisms in the governance of climate change was examined. using spss software and pca method and scree diagram drawing, for identified 4 important and effective factors in climate governance. the findings of this research showed that the absence or weakness of proper and single mechanisms that can resolve the differences between the member countries in the field of governance has the highest percentage (34%) in explaining the variance of the factors. national laws and regulations also have the lowest variance explanation percentage (16%) among the factors.
