ارزیابی ارزش‌های حاصل از حضور جمهوری اسلامی ایران در جنوبگان با رویکرد تصمیم‌گیری چند شاخصه

هدف: حضور ایران در جنوبگان از ابعاد علمی، راهبردی، سیاسی و اقتصادی اهمیت داشته اما بدلیل عدم شفافیت ارزش‌های حاصل شده، بطور جدی دنبال نشده است. بعلاوه امکان استفاده از تمامی پتانسیل‌های قاره جنوبگان برای ایران در ابتدای امر وجود ندارد و نیاز است اهمیت و اولویت این ارزش‌ها مشخص گردد. همچنین بررسی ادبیات نشان می‌دهد این موضوع بسیار کم مورد توجه محققین قرار گرفته است. پژوهش حاضر با هدف شناسایی و اولویت بندی ارزش‌های حاصل شده از حضور ایران و تاسیس پایگاه در قطب جنوب انجام گرفت.روش: پژوهش حاضر کاربردی و ازنظر گرد آوری داده ها، میدانی است. ازنظر نوع داده ها و روش حل از نوع کمّی و در حوزه تصمیم گیری چندشاخصه قرار دارد. جهت تعیین اهمیت ارزش‌های مورد نظر از روش بهترین-بدترین فازی استفاده شد. مقایسات زوجی توسط 15نفر از اساتید و صاحبنظران حوزه جنوبگان انجام گرفت.یافته‌ها: براساس نتایج ارزش‌های مصرفی غیرمستقیم، ارزش‌های مصرفی مستقیم غیراستحصالی و ارزش‌های مصرفی مستقیم استحصالی به ترتیب مهمترین ارزش‌های حاصل از حضور ایران در جنوبگان می‌باشند.نتیجه‌گیری: طبق نتایج درحال حاضر انجام تحقیقات علمی، پایش ماهواره‌ها و حضور نظامی بیشترین ارزش را برای ایران دارد چراکه با ایجاد پایگاه دائمی در این منطقه عمق استراتژیک ایران بیشتر شده و تردد مکرر میان قطب جنوب و سواحل ایران، حضور بیشتر ایران در اقیانوس‌های مهم را درپی دارد که بر تجارت کالا، انرژی و امنیت تجاری جهان تاثیر مثبت دارد. مجموعه این عوامل ایران را از قدرت منطقه‌ای به قدرت بین‌المللی تبدیل می‌کند. لذا باید برنامه‌ریزی‌های لازم جهت حضور ایران در جنوبگان هرچه سریع‌تر انجام گیرد.

evaluation of the values derived from the islamic republic of iran’s presence in the antarctic with a multi-criteria decision-making approach

objective: iran’s presence in the antarctic is important from various scientific, strategic, political, and economic dimensions. however, due to the lack of transparency regarding the benefits of being present in this region, it has not been seriously pursued. additionally, the potential of the entire antarctic continent is not currently accessible to iran, and it is necessary to determine the importance and priority of these advantages for iran. literature reviews indicate that this subject has received little attention from researchers. this research aims to identify and prioritize the values obtained from iran’s presence and establishing a base in the antarctic.method: the present research is an applied research in terms of its purpose. from the data type and solution method perspective, it is quantitative and falls within the realm of multi-criteria decision-making. to determine the importance of the desired values, the fuzzy best-worst method was employed.findings: based on the results obtained from data analysis, non-extractive consumable values, non-extractive consumable values, and extractive consumable values are the most important values derived from iran’s presence in the antarctic, respectively.conclusion: scientific research, satellite monitoring, and increased military presence currently hold the greatest value for iran. establishing a permanent base in this region increases iran’s strategic depth, and frequent travel between the antarctic and iran’s coasts leads to greater iranian presence in crucial oceans, positively impacting global commodity and energy trade and commercial security. this combination transforms iran from a regional power into an international power.
