پارادیپلماسی دریایی و استان‏های ساحلی دریای خزر

هدف: نوشتار پیش‏رو در پی بررسی میزان بهره‏مندی از ظرفیت‏های پارادیپلماتیک دریایی و کارآمدی فعالیت‏های مبتنی بر آن در استان‏های ساحلی خزر است. شبکه‏ای شدن جهانی، شکل‏گیری حاکمیت‏های چندلایه و حجم عظیم تجارت دریایی، ایجاب می‏کند که استان‏های دریایی و مناطق ساحلی کشور به شکل فعالانه‏ای به فعالیت‏های پارادیپلماتیک دریایی روی آورند.روش: این مقاله با بهره‏گیری از روش پژوهش توصیفی- تحلیلی، تلاش می‏کند تا روندهای در حال گسترش پارادیپلماسی دریایی در استان‏های ساحلی خزر را ابتدا آنگونه که هست، بدون هیچ‏ دخالت و یا استنتاج ذهنی، گزارش کرده و سپس با کمک روش تجزیه و تحلیل کیفی، به نتایج عینی از موقعیت موجود دست یابد.یافته‏ها: با توجه به مطالعات همانندجویی، این اثر نخستین کار در نوع خود به زبان فارسی بوده و از این پس می‏تواند به عنوان پیش‏درآمد پژوهشی، به تولید ادبیات جامع‏تر در خصوص«پارادیپلماسی دریایی در ایران» کمک کند. پژوهش نشان می‏دهد که با توجه به واقعیت درهم تنیده، مجازی و شبکه‏ای شده جهانی، شناخت ظرفیت‏های پارادیپلماتیک دریایی و به کارگیری آنها به منظور افزایش قدرت ملی و تسهیل دستیابی به منافع ملی ضرورتی تعویق‏ناپذیر است.نتیجه گیری: به‏رغم ظرفیت‏های دریایی طبیعت‏پایه و همسانی‏های تاریخی، فرهنگی و حتی قومی میان استان‏های دریایی شمال کشور با استان‏ها و مناطق فراسوی مرزهای دریایی در کشورهای مجاور و نیز اتخاذ رویکرد عملی پارادیپلماسی دریایی چندوجهی و چندجانبه‏گرا، الزامات نرم‏افزارانه و سخت‏افزارانه بیشینه‏سازی دستاوردهای پارادیپلماتیک دریایی در حوزه خزر، به طرز شایسته و مطلوب مورد توجه قرار نگرفته و به تبع آن فعالیت‏های پارادیپلماتیک دریایی، کارآمدی مورد انتظار را نداشته‏اند.

maritime paradiplomacy and the coastal provinces of the caspian sea

purpose:the present article seeks to examine the extent of benefiting from maritime paradiplomatic capacities and the efficiency of activities based on it in the caspian coastal provinces. global networking, the formation of multi-layer governments and the huge volume of maritime trade require that the maritime provinces and coastal regions of the country actively turn to maritime paradiplomatic activities.method:using the descriptive-analytical research method, this article tries to report the expanding trends of maritime paradiplomacy in the caspian coastal provinces first as it is, without any interference or subjective inference. then, with the help of qualitative analysis method, obtain objective results from the existing situation.findings:according to comparative studies, this work is the first work of its kind in persian language, and from now on, it can contribute to the production of more comprehensive literature on maritime paradiplomacy in iran as a research precursor. slow the research shows that according to the intertwined, virtual and networked global reality, recognizing the maritime paradiplomatic capacities and using them in order to increase national power and facilitate the achievement of national interests is an urgent necessity.conclusion:despite the natural maritime capacities and the historical, cultural and even ethnic similarities between the maritime provinces in the north of the country and the provinces and regions beyond the maritime borders in the neighboring countries, as well as adopting the practical approach of multifaceted maritime paradiplomacy and multilateralist, the software and hardware requirements of maximizing maritime paradiplomatic achievements in the caspian region have not been properly and favorably considered, and as a result, maritime paradiplomatic activities have not been as efficient as expected.
