نقش سیاست‌گذاری عمومی در تحقق عدالت توزیعی از منظر حقوق عمومی اقتصادی

زمینه و هدف: یکی از چالش‌های مهم در جامعه‌شناسی اقتصادی، مسئله عدالت اقتصادی است. امروزه مفهوم عدالت اقتصادی با مسئله‌ نابرابری درآمدی و توزیع ثروت همراه شده است. رابطه عدالت اقتصادی و سیاست‌گذاری‌های عمومی در مطالعات پیشرفته و گسترده به سه رویکرد مهم یعنی نابرابری اقتصادی، توزیع نابرابر درآمد و اجرای سیاست‌گذاری‌های متناسب تاکید کرده است. از این‌رو در این پژوهش با هدف تحلیل دغدغه‌ نظریه‌پردازان سیاسی پیرامون مفهوم عدالت و تلاقی آن با تساوی و آزادی، به بررسی نابرابری‌های اقتصادی موجود به صورت کلی می‌پردازد. مواد و روش‌ها: مقاله حاضر توصیفی تحلیلی است. مواد و داده‌ها نیز کیفی است و از فیش‌برداری در گردآوری مطالب و داده‌ها استفاده‌شده است.ملاحظات اخلاقی: در این مقاله، اصالت متون، صداقت و امانت‌داری رعایت شده است.یافته‌ها: یافته‌ها نشان داد که نابرابری درآمد، ناشی از توزیع نابرابر درآمدهای ناشی از کار و سرمایه، در تمام کشورها و طی دوره‌های زمانی مختلف به یک قاعده تبدیل شده است. توزیع درآمدهای ناشی از سرمایه، که اکثراً به صورت متمرکز و ناعادلانه صورت می‌پذیرد، به نحو موثری بر تمرکز ثروت و انباشت آن در جوامع کنونی و تاریخی تاثیر گذاشته است.نتیجه: پژوهش بر این نکته تاکید دارد که رشد طبقه‌ متوسط و حقوق موروثی در کشورهای توسعه یافته به تغییرات بنیادین در توزیع ثروت در طول قرن بیستم منجر گردیده است. دولت‌ها با تدوین و اجرای سیاست‌گذاری‌های متناسب می‌توانند نقش مهمی در تحقق عدالت اقتصادی داشته باشند.

the role of public policy in realizing distributive justice from the point of view of general economic rights

background and purpose: one of the most important challenges in economic sociology is the issue of economic justice. the relationship between economic justice and public policies in advanced and extensive studies has emphasized three important approaches, namely economic inequality, unequal distribution of income and the implementation of appropriate policies. therefore, in this research, with the aim of analyzing the concern of political theorists about the concept of justice and its intersection with equality and freedom, it examines it examines existing economic inequalities in general.materials and methods: this article is descriptive and analytical. materials and data are also qualitative and data collection was used in collecting materials and data.ethical considerations: in this article, the originality of the texts, honesty and trustworthiness are observed.findings: the findings showed that income inequality, caused by the unequal distribution of incomes from work and capital, has become a rule in all countries and during different periods of time. the distribution of income from capital, which is mostly concentrated and unfair, has effectively influenced the concentration of wealth and its accumulation in current and historical societies.result: the research emphasizes that the growth of the middle class and hereditary rights in developed countries have led to fundamental changes in the distribution of wealth during the 20th century. governments can play an important role in realizing economic justice by formulating and implementing appropriate policies.
