تحلیل ریسک اجزای زنجیره تامین صنعت نفت و اثر آن از منظر حقوقی و اقتصادی

زمینه وهدف: صنعت نفت از مهم‌ترین بخش‌های اقتصادی به‌ویژه در کشورهای وابسته به آن است. زنجیره تامین نفت، با ریسک‌های بسیاری مواجه است که باید به آن توجه شود.هدف شناسایی اجزای زنجیره و ریسک آن‌ها و تحلیل روابط آن‌ها است.مواد و روش ها: رویکرد تحقیق، آمیخته (کیفی-کمی) است. در بخش کیفی با تحلیل مضمون به ارزیابی زنجیره تامین نفت پرداخته شد. در فاز کمی از دلفی فازی و دیمتل فازی برای ارزیابی و شناسایی روابط علی و معلولی شاخص‌های ریسک استفاده شد. نمونه تحقیق 16 نفر از اساتید، خبرگان و صاحب‌نظران حوزه نفت با نمونه‌گیری هدفمند و تا رسیدن به اشباع نظری بود.ملاحظات اخلاقی: در این مقاله، اصالت متون، صداقت و امانت‌داری رعایت شده است.یافته‌ها: زنجیره تامین نفت شش مرحله اصلی استخراج و تولید، حمل‌ونقل، پالایش، توزیع، ذخیره‌سازی و توزیع نهایی دارد. در این مراحل، 38 مورد ریسک شناسایی و  بر اساس نتایج دلفی فازی تایید شد. طبق روش دیمتل، جزء توزیع در میان اجزای زنجیره، بیشترین اثرگذاری را دارد.نتیجه‌: بهبود خدمات توزیع، تحویل به‌موقع محصولات و تضمین عدم وقفه در تامین نفت برای مشتریان از اهمیت بالایی برخوردار است. عواملی مانند توزیع بهینه، بهبود شبکه حمل‌ونقل، کاهش ضایعات و خسارات در فرآیند حمل‌ونقل و استفاده از تکنولوژی‌های مناسب برای رصد و کنترل ترکیبات نفتی موجب بهبود کیفیت و کارآیی توزیع است.

risk analysis of oil industry supply chain components and its effect from a legal and economic point of view

background and purpose : the oil industry is one of the most important economic sectors, especially in countries dependent on it. the oil supply chain faces many risks that must be taken into account.purpose: to identify components of the chain and their risk and to analyze their relationships.method: the research approach is mixed (qualitative-quantitative). in qualitative section, evaluation of the oil supply chain was discussed with thematic analysis. in quantitative phase, fuzzy delphi and dimtel were used to evaluate and identify cause and effect relationships of risk indicators. research sample was 16 professors and experts in field of oil until reaching theoretical saturation.findings: the oil supply chain has six stages of extraction and production, transportation, refining, distribution, storage and final distribution. also, 38 risk cases were identified and confirmed based on the fuzzy delphi results. according to dimtel’s, the distribution component is the most effective among the chain components.conclusion: improving distribution services, timely delivery of products and guaranteeing uninterrupted supply of oil for customers is of great importance. factors such as optimal distribution, improving transportation network, reducing waste and damages in transportation process, and using appropriate technologies to monitor and control petroleum compounds improve quality and efficiency of distribution.
