تحلیل دیپلماسی اقتصادی جمهوری اسلامی ایران در روابط بین‌الملل با تاکید بر قاعده نفی سبیل

زمینه و هدف: بحث تعامل اقتصادی و سیاسی با دنیای خارج از ایران از موضوعات مهمی است که ماهیت آن در پرتو قاعده نفی سبیل همواره محل بحث و اختلاف نظر بوده است. امروزه دیپلماسی اقتصادی نقش بسیار مهمی در روابط بین‌المللی میان کشورها ایفا می‌کند. بر همین اساس هدف مقاله حاضر، تحلیل دیپلماسی اقتصادی جمهوری اسلامی ایران در روابط بین‌الملل با تاکید بر قاعده نفی سبیل است.مواد و روش‌ها: مقاله حاضر توصیفی تحلیلی است. مواد و داده‌ها نیز کیفی است و از فیش‌برداری در گردآوری مطالب و داده‌ها استفاده ‌شده است.ملاحظات اخلاقی: در این مقاله، اصالت متون، صداقت و امانت‌داری رعایت شده است.یافته‌ها:  دیپلماسی اقتصادی در اسناد مختلف بالادستی مانند اهداف چشم‌انداز بیست‌ساله و برنامه توسعه ششم، مورد تاکید قرارگرفته است. این رویکرد تعارضی با قاعده نفی سبیل ندارد. بر اساس قاعده وفای به عهد و زیست مسالمت‌آمیز با کفار در متون فقهی، مانعی برای تحقق دیپلماسی اقتصادی بر پایه نفی سلطه وجود ندارد.نتیجه‌: امروزه فشارها و اثرات بین‌المللی برروی اقتصاد ایران بیش ‌از پیش احساس می‌شود و عملکرد اقتصاد ملی به‌ مراتب بیش از گذشته تابع عوامل بین‌المللی است. جمهوری اسلامی ایران با توجه به پیشرفت جهانی‌شدن اقتصاد، لازم است که برنامه‌هایی را در سیاست خارجی در پیش گیرد که بین اقتصاد داخلی و بین‌المللی تعامل ایجاد نمایند. به منظور تحقق دیپلماسی اقتصادی ضروری است بر تولید و توسعه اقتصادی تمرکز شده، تکلیف اولویت اقتصاد یا سیاست در روابط بین‌المللی جمهوری اسلامی ایران مشخص ‌شده و تفاهم داخلی در این خصوص صورت گیرد.

background and purpose: the issue of economic and political interaction with the outside world of iran is one of the important issues, the nature of which has always been the subject of debate and disagreement in the light of the rule of negation of the mustache.today, economic diplomacy plays a very important role in international relations between countries. based on this, the aim of this article is to analyze the economic diplomacy of the islamic republic of iran in international relations with an emphasis on the rule of negation.materials and methods: this article is descriptive and analytical. materials and data are also qualitative and data collection was used in collecting materials and data.ethical considerations: in this article, the originality of the texts, honesty and trustworthiness are respected.results: economic diplomacy has been emphasized in various upstream documents such as the goals of the twenty-year vision and the sixth development plan. this approach does not conflict with the rule of negating the mustache. according to the rule of keeping the covenant and living peacefully with the infidels in the legal texts, there is no obstacle to the realization of economic diplomacy based on the negation of domination.conclusion: today, international pressures and effects on iran’s economy are felt more and more, and the performance of the national economy is subject to international factors much more than in the past. according to the progress of the globalization of the economy, the islamic republic of iran needs to take foreign policy programs that create interaction between the domestic and international economy. in order to realize economic diplomacy, it is necessary to focus on economic production and development, define the priority of economy or politics in the international relations of the islamic republic of iran, and make internal understanding in this regard.
