بررسی بعد اقتصادی قاعده نفی سبیل

زمینه و هدف: بعد اقتصادی قاعده نفی سبیل به‌ عنوان یکی از قواعد مهم فقهی که نقش تعیین‌کننده در تنظیم روابط با دنیای خارج دارد چندان مورد بررسی قرار نگرفته و در این مقاله تلاش شده به این موضوع مهم پرداخته شود.مواد و روش‌ها: مقاله حاضر توصیفی تحلیلی بوده و برای جمع‌آوری داده‌ها از روش کتابخانه‌ای استفاده شده است.ملاحظات اخلاقی: در این مقاله، اصالت متون، صداقت و امانت‌داری رعایت شده است.یافته‌ها: بعد اقتصادی قاعده نفی سبیل، به معنی عدم سلطه اقتصادی بیگانگان است. برای عملی شدن قاعده نفی سبیل در حکومت اسلامی باید به اقتصاد و توسعه آن توجه ویژه نمود. یکی از مهم‌ترین مبانی و اهداف اقتصاد در حکومت دینی، تلاش در جهت حصول خودکفایی و قطع وابستگی اقتصادی به دیگر کشورهاست. نتیجه سلطه اقتصادی، سلطه در دیگر عرصه‌ها مثل عرصه سیاسی و فرهنگی است و کشوری که به لحاظ سیاسی و فرهنگی تحت سلطه باشد در عرصه سیاست‌گذاری و اجرای قوانین استقلال عمل نداشته و همین عدم استقلال، زمینه وادادگی در تمام زمینه‌ها را فراهم می‌کند؛ و چنین مسئله‌ای با آموزه‌های اسلامی، ناسازگار است؛ چرا که در قرآن کریم، با صراحت و با تاکید شدید، هرگونه تسلط کافران بر مسلمانان نفی‌شده است.نتیجه‌گیری: در توسعه اقتصادی ممکن است نوعی وابستگی اقتصادی نیز ایجاد شود که در اقتصاد امروزه تا حدی گریزناپذیر است. آنچه مهم است عدم سلطه اقتصادی بیگانه است که تنها راه مقابله با آن حمایت از تولید داخلی و برقراری روابط اقتصادی و تجاری متوازن با دنیای خارج است.

background objective: the economic aspect of the nafy-e-sabil rule (denying the domination of unbelievers over believers), as one of the important jurisprudential rules that has a decisive role in regulating relations with the outside world, has not been investigated much, and in this paper, an attempt is made to address this important issue.materials methods: this paper is descriptive and analytical and library method is used to collect data.ethical considerations: in this paper, the originality of the texts, honesty, and trustworthiness are observed.findings: the economic aspect of the nafy-e-sabil rule means the lack of economic dominance of foreigners. in order to implement the nafy-e-sabil rule in the islamic government, special attention should be paid to the economy and its development. one of the most important foundations and objectives of economy in the theocracy is the effort to achieve self-sufficiency and cut off economic dependence on other countries. the result of economic domination is domination in other fields such as the political and cultural fields, and a country that is politically and culturally dominated does not act independently in the field of policy making and law enforcement, and this lack of independence provides the ground for failure in all fields, and such an issue is inconsistent with islamic teachings because the holy qur’an clearly and strongly denies any domination of the infidels over the muslims.conclusion: in economic development, some kind of economic dependency may also be created, which is somewhat inevitable in today’s economy. what is important is the lack of foreign economic dominance, and the only way to deal with this issue is to support domestic production and establish balanced economic and trade relations with the outside world.
