مسئولیت اقتصادی دولت با تاکید بر تامین رفاه شهروندان از منظر فقه و حقوق

زمینه و هدف: در تبیین وظایف و مسئولیت دولت اسلامی عمدتاً از تامین نیازهای معنوی سخن به میان آمده و مسئولیت و تعهدات دولت اسلامی در تامین رفاه شهروندان از موضوعات مهمی است که چندان مورد بحث و بررسی قرار نگرفته است. در این مقاله تلاش شده به بررسی مسئولیت اقتصادی دولت و تعهدات آن در تامین رفاه عمومی پرداخته شود.مواد و روش‌ها: مقاله چون توصیفی تحلیلی است و از روش دلفی و پرسش نامه و مصاحبه استفاده نشده لذا برای جمع آوری داده از روش کتابخانه ای استفاده شده است..ملاحظات اخلاقی: در این مقاله، اصالت متون، صداقت و امانت‌داری رعایت شده است.یافته‌ها: بر این امر دلالت دارد که از منظر فقهی و حقوقی دولت اسلامی در زمینه اقتصادی، در قبال تولید، ایجاد کار و اشتغال، مبارزه با فساد اقتصادی و ممانعت از اختلال در نظم اقتصادی، عدالت اقتصادی، تنظیم بازار و جلوگیری از احتکار مسئولیت داشته و موظف است، در راستای تامین رفاه شهروندان در تحقق امنیت اجتماعی شهروندان، عدالت اجتماعی، امنیت غذایی، آموزش شهروندان، ارائه خدمات مناسب و حق بهره‌مندی از محیط‌زیست سالم گام بردارد.نتیجه‌گیری: با توجه به وظایف و مسئولیت دولت درحوزه اقتصاد و تامین رفاه شهروندان لازم است سیاست‌های کلان اقتصادی و اجتماعی در راستای تامین نیازهای اقتصادی و تامین رفاه شهروندان تعریف و تدوین شود.

context and purpose: in the explanation and duties and responsibilities of the islamic state, it is mainly mentioned about providing spiritual needs, and the responsibility and obligations of the islamic state in providing the welfare of the citizens is one of the important issues that has not been discussed much. in this paper, an attempt has been made to examine the economic responsibility of the government and its obligations in providing public welfare.materials and methods: this paper is descriptive and analytical and library method is used.ethical considerations: in this paper, the originality of the texts, honesty and trustworthiness are observed.findings: the findings indicate that from the jurisprudential and legal point of view, the islamic state has responsibility for production, creating work and employment, fighting economic corruption and preventing disruption of economic order, economic justice, regulating the market and preventing hoarding, and the islamic state should take steps to ensure the well-being of the citizens in realizing the social security of the citizens, social justice, food security, education of the citizens, provision of appropriate services and the right to benefit from a healthy environment.conclusion: considering the duties and responsibilities of the government in the field of economy and providing the welfare of citizens, it is necessary to define and formulate macro-economic and social policies in order to meet the economic needs and provide the welfare of citizens.
