آسیب‌شناسی انتخابات «ولسی‌جرگه» افغانستان در پرتو انتخابات مجلس نمایندگان آمریکا

امروزه انتخابات، مناسبترین و رایج‌ ترین ابزار مشارکت شهروندان در سرنوشت سیاسی کشور است و انتخابات مجلس نمایندگان یکی از اساسی‌ ترین آن‌ها است. در این مقاله با استفاده از روش تحقیق توصیفی ‌‌ تحلیلی، تلاش شده است از منظر مقایسه‌ ای به بررسی وجوه تشابه و تفاوتِ مجلسین: نمایندگان آمریکا و ولسی ‌جرگه ( مجلس نمایندگان ) افغانستان پرداخته شود تا آسیب‌هایِ اصلیِ مترتب بر نظام انتخاباتیِ ولسی‌ جرگه برجسته شود و چنین نتیجه ‌گیری شده است که اولاً در آمریکا محور انتخابات را «احزاب سیاسی» تشکیل می ‌دهند اما در افغانستان ساختارهای قومی، مذهبی، زبانی و... امکان نهادینه ‌شدن حزب را نداده است. ثانیاً در نظام انتخاباتی آمریکا، قوانین شایسته ‌ای در عرصۀ مدیریت امور مالی داوطلبان به تصویب رسیده و از این حیث بر شفافیت منابع مالی افزوده است اما در افغانستان اساساً قانونی در این خصوص وجود ندارد.

The pathology of Afghanistan “Wolesi Jirga” Elections In Light of the Election of the US House of Representatives

AbstractToday’s elections are the most appropriate and most common means of citizen participation in the country’s political destiny and the House of Representatives election is one of the most fundamental ones.In this paper, it has been tried, using the research method: analytical descriptive, to look at the similarities and differences of the House: US Representatives and Wolesi Jirga (House of Representatives) in Afghanistan to highlight the major damage caused to the Wolesi Jirga electoral system from the perspective of Comparative. It has been concluded that, firstly, the electoral axis is formed by &political parties& in the United States. But in Afghanistan, ethnic, religious, linguistic and ... structures have not been able to institutionalize the party. Secondly, there are good laws in the field of financial management of volunteers and so it has added to the transparency of financial resources in the American electoral system but in Afghanistan there is basically no law in this regard.
