مفهوم اداره و مدل های آن

شناخت دقیق مفهوم اداره صرفاً محدود به ابعاد نظری خاصی نشده و در بردارنده آثار و لوازم مهمی در عرصه عمل حکمرانی است. وابستگی تعریف قرارداد اداری و تعیین رژیم حقوقی حاکم بر آن به طرفیت اداره، ابتنای صلاحیت قاضی اداری و تحقق دعوای اداری به خوانده واقع شدن اداره و محوریت آن در تشخیص رژیم حقوقی مسئولیت مدنی دولت و بالاخره عرصه جریان امتیازات اقتداری در تامین نظم و خدمات عمومی، نشان‌دهنده اهمیت و لزوم چنین شناختی است.عناصر سازنده مفهوم اداره ناظر است بر عنصر سازمانی، عنصر هدف و عنصر روش و ابزار. در بُعد سازمانی، تمرکز اصلی بر لایه غیرسیاسی قوه مجریه و همکاران آن است، در بُعد هدف، عنصر نفع عمومی تعیین کننده بوده و به لحاظ روش و ابزار، روش اجرای روزمره، موردی و ابتکاری قانون محوریت دارد و به لحاظ ابزار، اداره اصولا متکی بر ابزار اقتداری است.در همین راستا به منظور روزآمد ساختن و شناخت کامل مفهوم اداره، به مدل‌های مختلف حکمرانی و آخرین تحولات پرداخته شده و نشان داده شده است که در مدل‌ها و ادوار مختلف، به رغم تفاوت‌های قابل توجه، همچنان می‌توان اداره را به اتکای سه عنصر وجودی آن، سازمانی (لایه غیرسیاسی قوه مجریه و همکاران آن)، هدف (نفع عمومی) و روش و ابزار (یکجانبگی و اقتدار) بازشناخت.
