Pathology of Marine Industry Development With A Glans Review on 'Development and Protection of Maritime Industry Law'

An industry as old as the maritime industry is in a 'recession' these days. the reason for this stagnation is not because the maritime industry has not real position in the iranian economy, but it seems necessary to invest a significant amount of financial resources and up-to-date knowledge in this industry so that this industry can achieve sustainable and comprehensive development. when it comes to the country's industrialization, industries such as automobiles or steel generally come to mind, while iran could have a special position among the countries in the region in the construction of ships and other parts of the maritime industry. in this study, using a descriptive-analytical method of marine industry development with a focus on the pathology of national and international laws and regulations, a brief pathology was performed. the findings of this study indicate that despite the fact that in iran, universities have been established with the admission of students in specialized major in the field of the sea about 41 years ago and have trained students at different levels and the maritime industry has developed unbalanced. but there are also major problems in this area. in fact, the non-implementation of the law on development and protection of maritime industries is the most important challenge for companies and maritime businesses in the country which can be attributed to other issues, lack of efficient and effective support of government to the offshore companies, lack of attention to tax exemptions for offshore companies, lack of role sea in the country's development plan in a bold, transparent, operational and practical, lack of infrastructure and appropriate economic, industrial, tourism and scientific areas and… in the country's coastline, non-connection of ports to rail communication highways, the existence of sanctions at the international level, including sanctions on the maritime industry, insurance and shipping, the lack of institutionalization of good governance in the maritime industry, whether in the public, non-governmental or private sectors.
