رویه‌های میانجی‌گری واحدهای مشاوره و مددکاری کوپ در پیشگیری از جرائم(موردمطالعه: استان همدان)

زمینه و هدف: عدالت ترمیمی راهبردی است که از طریق آن بزهکار، بزه‌دیده و اعضای جامعۀ محلی به کمک یک تسهیل‌گر (پلیس) تلاش می‌کنند برای مشکلات ناشی از جرم راه‌حلی بیابند؛ بنابراین، پژوهش حاضر با هدف شناسایی رویه‌های میانجی‌گری واحدهای مشاوره و مددکاری کوپ در پیشگیری از جرائم در استان همدان انجام شد.روش تحقیق از نظر هدف، کاربردی و از نظر روش دسترسی به داده‌ها، از نوع کیفی و با تکنیک تحلیل مضمون بود. جامعۀ آماری تحقیق را فرماندهان و مدیران انتظامی و مشاوران واحدهای مشاوره و مددکاری کوپ استان همدان در سال 1402 تشکیل داده‌اند که به روش نمونه‌گیری هدفمند انتخاب شدند. حجم نمونه آماری به روش انتخاب نمونه تا رسیدن به اشباع نظری تعداد 24 نفر تعیین شد. داده‌ها به‌صورت مصاحبۀ نیمه ­ساختارمند گردآوری شد. برای بررسی روایی داده‌ها در مصاحبه، از روش بازبینی به­وسیلة مشارکت‌کنندگان و نظر سایر خبرگان استفاده شد و بررسی‌های لازم شامل مقبولیت و قابلیت تایید صورت گرفت. تعیین پایایی داده‌ها جهت تایید‌پذیری داده‌ها با کنترل اعضای شرکت‌کننده در پژوهش انجام شد.یافته‌ها: یافته‌های پژوهش کیفی حاضر نشان می‌دهد مشاوران و مددکاران کوپ با تلفیق مهارت‌های مشاوره‌ای و دانش انتظامی در زمان بسیار کمتری نسبت به پیگیری مسائل از طریق قوه قضائیه و دادگستری، مشکلات بین طرفین دعوا را پیگیری می‌کنند. بخش عظیمی از اختلافات، با استفاده از رویه‌های میانجی‌گری و مشاوره‌ای مراکز کوپ قابل حل‌وفصل است که با توجه به نوع عمل این واحدها در پیشگیری از جرائم نیز موثر هستند.نتایج: نتایج حاصل از تحقیق نشان می‌دهد با استفاده از راهکارهایی نظیر استفاده از نیروهای متخصص، سازمان‌دهی بهتر، آموزش‌های تخصصی و حرفه‌ای مداوم مشاوران و مددکاران، استفاده از مشاوران زن و مرد، نظارت و ارزیابی مستمر واحدهای مشاوره و مددکاری، می‌توان کیفیّت رویه‌های میانجی‌گری واحدهای کوپ را بهبود داده که درنهایت، در پیشگیری از جرائم در آتی موثر است.

mediation procedures of counseling and assistance units of the police in crime prevention (case study: hamadan province)

background and objective: restorative justice is a strategy through which the offender, the victim, and members of the local community, with the help of a facilitator (police), try to find a solution to the problems caused by the crime. therefore, the present study aimed to identify the mediation procedures of the counseling and assistance units of the police in crime prevention in hamadan province.method: the research method in terms of purpose was applied, and in terms of the method of data access, it was qualitative with thematic analysis technique. the statistical population of the study consisted of police commanders and directors, and consultants of the counseling and assistance units of police in hamadan province in 2023, who were selected by purposive sampling. the statistical sample size was determined by the method of sample selection until reaching theoretical saturation, which was 24 individuals. data were collected through semi-structured interviews. to check the validity of the data in the interview, the method of review by the participants and the opinion of other experts was used, and the necessary checks including acceptability and confirmability were done. data reliability was determined to confirm data verifiability by controlling the members participating in the research.findings: the findings of the present qualitative research indicate that the consultants and assistants of police, by combining counseling skills and police knowledge, address the problems between the parties to the dispute in a much shorter time than pursuing issues through the judiciary. a large part of the disputes can be resolved by using mediation and counseling procedures of police centers, which are also effective in preventing crimes due to the nature of these units’ actions.results: the results of the research show that by using solutions such as the use of specialized forces, better organization, continuous specialized and professional training of consultants and assistants, the use of male and female consultants, continuous monitoring and evaluation of counseling and assistance units, the quality of mediation procedures of police units can be improved, which will ultimately be effective in preventing crimes in the future.
