روندپژوهی جرم سرقت خودرو و راهکارهای پیشگیرانه( مورد مطالعه استان البرز)

زمینه و هدف: باتوجه به این که ارتکاب بسیاری از جرائم با خودروهای سرقتی انجام می‌شود، بنابراین بررسی روند سرقت خودرو بسیار حائز اهمیت است. از این رو، تحقیق حاضر با هدف تبیین آینده جرم سرقت  خودرو در استان البرز و ارائه راهکارهای کاهشی و همچنین، بررسی و آنالیز زمینه و عوامل موثر در جرم مذکور انجام می‌گیرد.روش: این تحقیق از نظر هدف، کاربردی و از نظر ماهیت، تحلیلی- توصیفی و از نظر روش، در زمره تحقیق کیفی  با رویکرد آینده‌پژوهی است. نمونه آماری به صورت تمام‌شمار، تعداد کل سرقت‌ها و کشفیات خودرو در استان البرز در طی سال‌های 1392 تا1401 می‌باشد. جمع‌آوری داده‌ها به روش مطالعه اسنادی سالنامه آماری پلیس بوده و در نهایت، با استفاده از روش طوفان فکری، علل وقوع و راهکارهای پیشگیری از سرقت خودرو استخراج شد. روایی به صورت محتوایی و برای افزایش پایایی، داده‌ها از دو منبع (پلیس پیشگیری و پلیس آگاهی) جمع‌آوری شده است.یافته ‎ها: روند سرقت خودرو در این 10 سال دارای فراز و نشیب، امّا افزایشی بوده و بیشترین سرقت در سال 1399 انجام شده است. روند کشف خودروها نیز تابعی از روند وقوع سرقت خودرو می‌باشد. علیرغم اینکه بیشترین سرقت‌ها در شب انجام گرفته است، ولی روند سرقت‌ها در ساعات شب تا حدودی کاسته شده و به میزان سرقت‌ها در ساعات عصر افزوده شده است. سارقین بیشتر در سنین بین 25 تا 30 سال می‌باشند و روند سن سارقین رو به کاهش می‌باشد. روش استفاده از مفتول و تخریب مغزی از رایج‌ترین شیوه‌های سرقت خودرو می‌باشد و بیشترین سرقت خودرو مربوط به پراید بوده و بیشتر سارقین دارای سطح سواد سوم راهنمایی می‌باشند.نتایج: با توجه به بررسی روند مهمترین عوامل موثر در سرقت خودرو، پیش‌بینی می‌گردد که روند سرقت خودرو در استان البرز در سال‌های آتی رو به کاهش است. ضعف سیستم امنیتی خودرو، بیکاری و فقر، بی‌توجهی مالکان خودرو، کم اثربودن مجازات سرقت، از مهمترین عوامل وقوع سرقت می‌باشند که با رفع نقاط ضعف و افزایش گشت‌های انتظامی باعث پیشگیری از وقوع و افزایش کشف آن می‌گردد.

car theft crime process research and preventive solutions (case study of alborz province)

field and aims: considering that many crimes are committed with stolen cars, it is very important to investigate the process of car theft. therefore, the present research is conducted with the aim of explaining the future of the crime of car theft in alborz province and providing mitigation solutions, as well as investigating and analyzing the background and factors affecting the said crime.method: this research is applied in terms of purpose, analytical-descriptive in terms of nature, and in terms of method, it is qualitative research with a future research approach. the statistical sample is the total number of car thefts and discoveries in alborz province during the years 2013 to 2022. the data was collected by the method of document study of the police statistical yearbook, and finally, by using the brainstorming method, the causes and prevention strategies of car theft were extracted. validity in the form of content and to increase reliability, data from two sources (prevention police and police awareness) has been collected.findings: the trend of car theft in these 10 years has ups and downs, but it has been increasing and the most theft was done in 2019. the process of discovering cars is also a function of the process of car theft. despite the fact that most thefts are done at night, but the process of thefts at night has decreased to some extent and the number of thefts has increased in the evening hours. most of the thieves are between the ages of 25 and 30, and the age of the thieves is decreasing. the method of using wire and destroying the brain is one of the most common methods of car theft.conclusions: considering the trend of the most important factors affecting car theft, it is predicted that the car theft trend in alborz province will decrease in the coming years. weakness of the car security system, unemployment and poverty, carelessness of car owners, lack of punishment for theft are among the most important factors in the occurrence of theft.
