مولفه‌های توانمندسازی ضابطین فرماندهی انتظامی ج.ا.ا در جرم‌یابی

زمینه و هدف: توانمندسازی ضابطان ارتباط تنگاتنگی با اقدام‌ها و تصمیم‌های آنان، به‌ویژه در فرایند جرم‌یابی دارد. نحوه اقدام ضابطین و اجرای تکالیف و اختیارات مندرج در قوانین کیفری و شناسایی مولفه‌های توانمندسازی این دسته از کنشگران نقش موثری در اجرای عدالت دارد. از این رو، هدف این پژوهش، شناسایی مولفه‌های توانمندسازی ضابطان در فرایند جرم یابی است.روش: از نظر هدف، کاربردی و از نظر ماهیت داده، کیفی و از نوع اکتشافی است که به روش تحلیل محتوا انجام شد. داده‌ها بصورت اسنادی و نیز مصاحبه نیمه‌ساختاریافته گردآوری شده است. مصاحبه‌شوندگان، کارکنان و مدیران با حداقل ده سال تجربه در امور ضابطیت و جرم‌یابی هستند که بصورت هدفمند تا رسیدن به اشباع نظری با 11 نفر از آنها مصاحبه شده است. برای روایی ابزار از نظرات اساتید صاحب‌نظر استفاده و تعدادی پرسش فرعی نیز در کنار هر پرسش برای درک تجارب شرکت‌کنندگان در مصاحبه طرح و از مشارکت‌کنندگان در تحلیل و تفسیر داده‌ها کمک گرفته شد.یافته ‎ها: در کدگذاری به شیوه ی استقرایی بین 289 ریزمقوله اولیه، پس از حذف و ادغام در مرحله‌ی دوم (کدگذاری محوری) تعداد 120 شاخص شناسایی شد. سپس، در مرحله‌ی سوم، تعداد 15 مقوله فرعی (مولفه) شناسایی‌شد. آموزش، ساختار، فرهنگ‌سازی، مسئولیت‌پذیری، سبک مدیریت، اخلاق حرفه‌ای و... ازجمله مولفه‌های شناسایی‌شده در این تحقیق هستند. مقوله ساختار و مقوله‌های آموزش و سبک مدیریت در رتبه‌های اول تا سوم قرار دارند.نتایج: توانمندسازی ضابطان به آنها کمک می‌کند تا توانایی‌های بالقوه آنان به فعلیت رسیده و اثربخشی و بهره‌وری در سازمان بیشتر شده و از این طریق، در فرایند جرم‌یابی و دادرسی نقش موثری را ایفا نمایند.

the elements of empowering officers of iran’s police command in crime detection

field and aims: the empowerment of officers is closely related to their actions and decisions, especially in the crime detection process. the way the officers act and perform the tasks and powers contained in the criminal laws and identify the components of empowerment of this category of activists has an effective role in the implementation of justice. therefore, the purpose of this research is to identify the components of empowering the officers in the process of criminal investigation.method: in terms of practical purpose and in terms of the nature of the data, it is qualitative and exploratory, which was done by content analysis method. the data was collected in the form of documents and semi-structured interviews. the interviewees are employees and managers with at least ten years of experience in law enforcement and criminal investigation. for the validity of the tool, expert professors’ opinions were used, and a number of sub-questions were also asked next to each question to understand the experiences of the participants in the design interview, and help from the participants in analyzing and interpreting the data.findings: in inductive coding between 289 initial cases, after removing and merging in the second stage (axial coding), 120 indicators were identified. then, in the third stage, the number of 15 sub-categories (components) was identified. education, structure, culture building, responsibility, management style, professional ethics, etc. are among the components identified in this research. the category of structure and the categories of education and management style are ranked first to third.conclusion: empowering the officers helps them to realize their potential and increase the effectiveness and efficiency of the organization, thus playing an effective role in the process of criminal investigation and prosecution.
