حمایت های پلیس از بزه دیدگان در سیاست جنایی تقنینی ایران

زمینه و هدف: در سیاست جنایی تقنینی ایران، پلیس بازوی توانمند دستگاه عدالت کیفری محسوب می‌شود که بیشترین ارتباط را با شخص بزه‌دیده دارد. این ارتباط از بدو ورود پلیس به صحنه جرم شروع شده و تا مرحله اجرای مجازات بزهکار و حتی در مواردی، بعد از آن به طول می‌انجامد. در این بستر، پلیس می‌تواند با حمایت‌های خود از بزه‌دیدگان، کاهش آسیب‌های ناشی از جرم را برای آنان رقم بزند. بنابراین، با توجه به اهمیت چنین نقشی برای پلیس، این تحقیق با هدف بررسی حمایت‌های مزبور انجام گرفته است.روش: این پژوهش کیفی و به لحاظ هدف، کاربردی و از نظرگردآوری اطلاعات، به روش اسنادی و مطالعه اسناد بین‌المللی، منابع مرتبط با موضوع انجام شده و اطلاعات به‌دست‌آمده به صورت توصیفی- تحلیلی مورد تجزیه‌وتحلیل قرار گرفته است.یافته ‎ها: یافته‌های تحقیق نشان می‌دهد بزه‌دیدگان برای کاهش لطمات واردشده ناشی از جرم نیازمند حمایت‌های کنشگران دستگاه عدالت کیفری می‌باشند که در سیاست جنایی تقنیینی کشور، پلیس به عنوان یکی از مهم‌ترین کنشگران نقش فعّال و پویایی در این زمینه دارد و حمایت‌هایی که از بزه‌دیدگان به عمل می‌آورد، عبارتند از: «توجّه به بزه‌دیده و حقوق او، توجّه به کرامت انسانی بزه‌دیده، توجّه به نگرانی‌ها و آلام بزه‌دیده، توجّه به نظرات و دیدگاه‌های بزه‌دیده، همدردی و همدلی با بزه‌دیده، تامین امنیت و...».نتایج: طی سال‌های اخیر، اندیشه حمایت از بزه‌دیدگان موجب توجه جرم‌شناسان، قانون‌گذاران، مقامات قضایی و نیز پلیس شده و اقدامات قابل‌توجهی نیز در جهت حمایت از بزه‌دیدگان صورت پذیرفته و از آنجایی که پلیس نخستین نهادی است که بزه‌دیدگان با آن روبرو می‌شوند، در جهت کاهش آسیب‌های ناشی از جرم می‌تواند حمایت‌های متعددی از بزه‌دیدگان به عمل آورد.

field and aims: in the legal criminal policy of iran, the police are considered the powerful arm of the criminal justice system, which has the most relationship with the victim. this relationship starts from the moment the police arrive at the scene of the crime and continues until the execution of the criminal’s punishment and even after that. in this context, the police can reduce the harm caused by crime by supporting the victims. therefore, due to the importance of such a role for the police, this research has been conducted with the aim of examining the aforementioned support.method: this qualitative research has been conducted in terms of practical purpose and in terms of collecting information by documentary method and studying international documents, sources related to the subject, and the obtained information has been analyzed in a descriptive-analytical manne.findings: the findings of the research show that the victims need the support of the activists of the criminal justice system in order to reduce the damages caused by the crime. and the protections he provides to the victims include: &attention to the victim and his rights, attention to the human dignity of the victim, attention to the concerns and pains of the victim, attention to the opinions and views of the victim, sympathy and sympathy with the victim, providing security and...&.conclusion: in recent years, the idea of protecting victims has attracted the attention of criminologists, legislators, judicial authorities, and the police, and significant measures have been taken to protect victims, and since the police is the first institution that victims facing it, in order to reduce the damages caused by the crime, it can provide various protections to the victims.
