تدابیر ویژه دادسرا در حمایت از کودکان بزه‌دیده (مورد مطالعه مجتمع شوق زندگی مشهد)

زمینه و هدف: با توجه به آن‌که یافته‌های بزه‌دیده‌شناسی حمایتی ثابت کرده است که کودکان بزه‌دیده به دلایلی چون آسیب‌پذیری و ویژگی‌های خاص جسمانی و روانی نیازمند حمایت‌های خاص هستند، دادسرای عمومی و انقلاب ناحیه 5 مشهد با نام مجتمع شوق زندگی، هم‌سو با مطالعات بزه‌دیده‌شناسی حمایتی، تدابیر ویژه‌ای را برای حمایت از کودکان بزه‌دیده اتخاذ کرده است.روش: پژوهش حاضر به‌لحاظ روش، کیفی است. سه پرونده به‌طور هدفمند انتخاب و جهت تبیین رویه‌های مجتمع شوق زندگی در حمایت از کودکان بزه‌دیده، به روش تحلیل مضمون بررسی شده‌اند؛ بدین صورت که پس از گردآوری و مطالعه داده ها از خلال پرونده ها و دسته‌بندی آن ها، کدهای مختلف در قالب مضامین متفاوت بر اساس نمودار فرآیند کودک‌آزاری مجتمع شوق زندگی دسته‌بندی شده و پس از ترسیم شبکه های مضامین، پالایش مضامین صورت گرفته است.یافته ‎ها: یافته‌های پژوهش نشان می‌دهد که مجتمع شوق زندگی در چهار قلمروی امنیتی، درمانی، اقتصادی و قضایی از کودکان حمایت می‌‌کند. در پرونده‌های مورد مطالعه، حمایت‌های امنیتی به‌صورت جداسازی مکان زندگی بزه‌دیده از متهم و حفاظت از وی در برابر تهدیدات بزهکار از طریق انتقال به بهزیستی، انتقال به مدرسه شبانه‌روزی و انتقال به خانۀ امن انجام می‌شود. مداخلات درمانی در دو بخش حمایت پزشکی و عاطفی با انتقال به بیمارستان و دارودرمانی، برگزاری جلسات متعدد مشاوره، روان‌شناسی و روان‌پزشکی و همچنین، ارجاع به موسسات مردم‌نهاد مستقر در مجتمع صورت می‌پذیرد. کمک‌های مالی برای پرداخت هزینه‌های لازم، اهدای بن خرید کالا و تامین شغل برای سرپرست کودک مهم‌ترین جلوه‌‌های مداخله اقتصادی است. حمایت‌های قضایی نیز به‌عنوان چهارمین شکل مداخله حمایتی، در قالب منع ملاقات موقت کودک با متهم، تعیین وکیل برای بزه‌دیده و اعلام جرم علیه متهم انجام می‌شود.نتایج: می‌توان گفت که اقدامات حمایتی‌ صورت‌گرفته در مجتمع شوق زندگی در قالب مداخلات امنیتی، درمانی، اقتصادی و قضایی با تمرکز بر سیاست جنایی مشارکتی در برخی موارد فراتر از الگوهای حمایتی مطرح‌شده در بزه‌دیده‌شناسی حمایتی است.

special measures of the public prosecutor’s office to support badly supervised children (study case of mashhad shoghe zendegi complex)

field and aims: considering that the findings of supportive victimology have proven that victimized children need special support due to reasons such as vulnerability and special physical and psychological characteristics, the general and revolutionary public prosecutor’s office of the 5th district of mashhad, under the name of shoghe zendegi complex, is aligned with supportive victimology studies. it has adopted special measures to support the victimized children.method: the current research is qualitative in terms of method. three cases have been purposefully selected and examined by thematic analysis method to explain the procedures of shoghe zendegi complex in supporting the victimized children. in this way, after collecting and studying the data through the files and categorizing them, different codes are categorized in the form of different themes based on the diagram of the process of child abuse of the shoghe zendegi complex, and after drawing the networks of themes, refining the themes.findings: the findings of the research show that the shoghe zendegi complex supports children in the four domains of security, treatment, economic and justice. in the studied cases, security protection is done in the form of separating the place of life of the victim from the accused and protecting him from the threats of the criminal through transfer to welfare, transfer to boarding school and transfer to a safe house. treatment interventions are carried out in two sections: medical and emotional support, with transfer to the hospital and drug therapy, holding numerous counseling, psychological and psychiatric sessions, as well as referrals to non-governmental institutions based in the complex. financial aid to pay the necessary expenses, donating money to buy goods and providing a job for the child’s guardian are the most important effects of economic intervention. judicial protection is also done as the fourth form of protective intervention, in the form of temporarily prohibiting the child from visiting the accused, appointing a lawyer for the victim and announcing the crime against the accused.conclusions: it can be said that the support measures taken in the shoghe zendegi complex in the form of security, therapeutic, economic and judicial interventions with a focus on collaborative criminal policy in some cases go beyond the support models proposed in the support criminology.
