مولفه ‎های حاکم بر کارآمدی نظام سیاستگذاری جنایی در مدیریت پیشگیری از بزهکاری

زمینه و هدف: مولفه‎ های حاکم بر کارآمدی نظام سیاستگذاری جنایی در مدیریت پیشگیری از بزهکاری، به دلیل دامنه اثرگذاری، نقش تعیین‎ کننده‎ای در سرنوشت نظام سیاستگذاری ایفا می‎ کنند. لذا، هدف این پژوهش، تبیین مولفه ‎های حاکم بر کارآمدی نظام سیاستگذاری جنایی در مدیریت پیشگیری از بزهکاری است.روش: پژوهش حاضر از نظر هدف، کاربردی و از نظر نوع پژوهش، توصیفی– تحلیلی است که با استفاده از منابع کتابخانه ­ای و بررسی طیف وسیعی از اسناد و رویه ­ها و سایر آثار پژوهشی، مطالب، جمع‌آوری و تحلیل شده ­اند. یافته ‎ها: استفاده از رهیافت کلان در تحلیل پدیده بزهکاری، رویکرد سیستمی در سیاستگذاری جنایی، عقلانیت در سیاستگذاری جنایی شامل (مشارکت نخبگان در فرآیند سیاستگذاری، تناسب‎ سازی اهداف و روش‎ها، پویایی و خلاقیت مبتنی بر آینده ‎نگری) و سیاستگذاری مبتنی شاخص‎ های حکمرانی خوب از یافته‎ های این پژوهش می ‎باشند.نتایج: با تدوین و اجرای بهینه سیاست‎های عقلانی موثر در کاهش بزهکاری، ارزیابی و تحلیل دقیق و نظام‎مند نتایج تدوین سیاست‎ها در عرصه عمل و ارتقای کارآمدی سیاست‌ها و راهبردهای پیشگیرانه در سایه عملیاتی‎سازی مولفه‎های به‌دست‌آمده در این پژوهش، می‎توان به اهداف کلان نظام سیاستگذاری جنایی در مدیریت پیشگیری از بزهکاری دست یافت.

field and aims: the components governing the efficiency of the criminal policy system in the management of crime prevention play a decisive role in the fate of the policy system due to their scope of influence. therefore, the purpose of this research is to explain the governing components of the efficiency of the criminal policy system in the management of crime prevention.method: the current research is applied in terms of purpose and descriptive-analytical in terms of the type of research, which was collected and analyzed by using library resources and examining a wide range of documents and procedures and other research works.findings: the use of a macro approach in the analysis of the crime phenomenon, a systemic approach in criminal policymaking, rationality in criminal policymaking including (elite participation in the policymaking process, proportionality of goals and methods, dynamism and creativity based on foresight) and policymaking based on good governance indicators is one of the findings of this research.conclusion: by formulating and optimally implementing rational policies effective in reducing delinquency, accurate and systematic evaluation and analysis of the results of policy formulation in the field of practice and improving the efficiency of preventive policies and strategies in the shadow of the operationalization of the obtained components in this research, the main goals of the criminal policy system in the management of crime prevention can be achieved.
