پیشگیری مشارکتی غیرکیفری از جرم در پرتو مولفه های حکمرانی خوب

زمینه و هدف: پیشگیری مشارکتی کارآمد و مطلوب، یک موضوع بنیادین و اجرای آن در عمل، یکی از مهم‌ترین دغدغه‌هایی است که دولت‌ها دنبال می‌کنند. دقت در مولفه‌ها و اصول سیاست‌های پیشگیری مشارکتی مطلوب، ما را به‌سوی مفهوم و مولفه‌های آموزه‌های حکمرانی خوب رهنمون می‌سازد، ازاین‌رو در این مقاله به ارائه راهکارهای پیشگیری مشارکتی با رویکرد غیر کیفری در پرتو مولفه‌های حکمرانی خوب پرداخته شده است.روش: پژوهش حاضر به روش توصیفی و تحلیلی انجام‌شده است.یافته‌ها: یافته‌های تحقیق حاکی از این است که اصل رعایت حقوق بشری، اصل رعایت حریم خصوصی اشخاص، اصل سیاست ملی پیشگیرانه و اصل مشارکت عمومی پیشگیرانه اصول حکمرانی خوب در پیشگیری مشارکتی غیر کیفری قرار می‌گیرند و گزارش جرایم و موارد مشکوک، مشارکت دادن بزه دیدگان در کاهش آمار جرایم، تجهیز رسانه‌ای در راستای پیشگیری مشارکتی، پیشگیری انتظامیِ مشارکتی و پیشگیری بالینیِ مشارکتی ازجمله جلوه‌های پیشگیری مشارکتی غیرکیفری در پرتو حکمرانی خوب تلقی می‌شوند.نتایج: هرچه مولفه‌ها و اصول حکمرانی خوب بیشتر و به‌صورت دغدغه‌مندانه تر، به کار گرفته شود، شاهد تحولات مثبت در زمینه پیشگیری مشارکتی هستیم، بنابراین، هم از حیث مبنایی (از جهت تئوریک و نظری) و هم از حیث کاربردی و عملی، می‌توان ارتباط میان موازین مولفه‌ها و اصول حکمرانی خوب و پیشگیری مشارکتی ایجاد نمود و درنتیجه حکمرانی خوب با فراهم کردن ابزارها و سازوکارهای قانونی، چارچوبی می‌سازد که در آن سیاست‌های پیشگیری مشارکتی تجربه محور می‌توانند شکوفا شوند.

field and aims: effective and desirable participatory prevention is a fundamental issue and its implementation in practice is one of the most important concerns that governments pursue. accuracy in the components and principles of optimal participatory prevention policies leads us to the concept and components of good governance doctrines, therefore, in this article, the presentation of collaborative prevention strategies with a non-criminal approach in the light of the components of good governance is discussed.method: the present research is done in a descriptive and analytical way.findings: ‌the findings of the research indicate that the principle of respecting human rights, the principle of respecting the privacy of individuals, the principle of preventive national policy and the principle of preventive public participation, the principles of good governance are included in non-criminal participatory prevention and reporting crimes and suspicious cases, involving victims in reducing crime statistics, equipping the media in the direction of collaborative prevention, collaborative police prevention, and collaborative clinical prevention are among the effects of collaborative criminal prevention in the light of good governance.conclusion: the more components and principles of good governance are used in a more concerned manner, we are witnessing positive developments in the field of participatory prevention, therefore, both in terms of basis (theoretical and theoretical) and practical and practical. it is possible to establish a relationship between the standards of the components and the principles of good governance and participatory prevention and as a result, good governance by providing legal tools and mechanisms creates a framework in which experience-based participatory prevention policies can flourish.
