همکاری های بین المللی پلیس با بخش خصوصی در تامین امنیت فضای مجازی

زمینه و هدف: ارائه دهندگان خدمات ، توسعه دهندگان و تولید کنندگان محتوا در فضای مجازی غالباً اشخاص حقیقی/حقوقی غیردولتی هستند. از این رو تامین امنیت این فضا، به مشارکت مسئولانه و همراه شدن نهادهای غیردولتی با پلیس در فرآیند پیشگیری از جرم و امنیت سایبری وابسته است. در عرصه داخلی همه اشخاص می‌توانند به طور مستقیم در امر تامین امنیت فضای مجازی مشارکت و شرکای قابل اعتماد پلیس باشند ولی مشکل اصلی در این رابطه نحوه ساماندهی و مدل ارتباطی این شرکا با پلیس در عرصه بین المللی است.روش: پژوهش حاضر توصیفی - تحلیلی و از نظر هدف «کاربردی» و روش گردآوری داده‌ها نیز کتابخانه‌ای بوده ست. یافته‌ها: امنیت فضای مجازی راهبردها و اقدام‌های پیشگیرانه در آن به نحو قابل توجهی وابسته به بخش خصوص است و تامین امنیت در این فضا بایستی با نگاه مشارکت حداکثری و بر پایه تعامل و استفاده از ظرفیت های بخش خصوصی باشد. همکاری در نظارت بر ورودی های اصلی ارتباط اینترنتی ، محل های نگهداری داده و زیر ساخت ارتباطی و سامانه های حامل کلان داده های ملی برای جلوگیری از نفوذ، تغییرپذیری حفظ و صحت و اعتبار و تبادل محتوای امن و سالم و آگاهی بخشی و اتخاذ تدابیر مناسب فنی به موازات رعایت حقوق بنیادین افراد از طریق کمک به انسجام و هماهنگی برنامه ها با محوریت پلیس به جهت وظیفه ذاتی در پیگیری و کشف جرایم دنبال شود. نتایج: : انعقاد تفاهم نامه های همکاری، ایجاد نهادها و سازمان های بین المللی بین پلیس کشورهای اسلامی، تسریع در ایجاد شبکه ملی اطلاعات با استفاده از ظرفیت بخشش خصوصی و تدوین چارچوب های همکاری بخش خصوصی با پلیس از طریق بهره گیری از ظرفیت هایی مانند تیم های واکنش سریع، ایجاد نقاط تماس با بخش خصوصی به ویژهدر عرصه بین المللی می تواند پلیس را در همکاری با بخش خصوصی برای تممین امنی تامین امنیت فضای مجازی یاری نماید.

international police cooperation with the private sector in securing cyber space

background and purpose: service providers, developers and content producers in cyber space are often non-governmental natural/legal entities. therefore, ensuring the security of this space depends on the responsible participation and association of non-governmental organizations with the police in the process of crime prevention and cyber security. in the domestic arena, all individuals can directly participate in the security of the cyberspace and be reliable partners of the police, but the main problem in this regard is the way of organizing and the communication model of these partners with the police in the international arena.method: the present research is descriptive-analytical and &applied& in terms of its purpose and the method of data collection was library.findin,: the security of the cyber space, strategies and preventive measures in it are significantly dependent on the private sector, and providing security in this space should be based on maximum participation and interaction and the use of the capacities of the private sector.cooperate in monitoring the main entrances of internet communication, data storage places and communication infrastructure and systems carrying national big data to prevent penetration, changeability, maintain integrity and credibility and exchange safe and healthy content and raise awareness and take appropriate measures. technology should be followed in parallel with the observance of the fundamental rights of individuals with the focus of the police. the conclusion of cooperation agreements, the establishment of international institutions and organizations between the police of islamic countries, rapid response teams, the establishment of contact points .
