پیشگیری معکوس از جرم با تاکید بر مداخلات پیشگیرانه پلیس

زمینه و هدف: این تحقیق ضمن پرداخت اجمالی به رویه‌های رایج پیشگیری از جرم، نقد و بررسی آنها و نیز فرایند قانونی پیشگیری از جرم در کشور ایران، با نگرش نو به موضوع پیشگیری از جرم و ارائه رویکردی جدید با عنوان پیشگیری معکوس از جرم در مواجهه با رویدادهای مجرمانه و بازتوانی بزهکاران از طریق ایجاد زمینه‌های رشد اجتماعی، قرار دادن قابلیت‌ها، مهارت‌ها و هوش سیاه مجرمین حرفه ای در مسیر تعالی فردی و اجتماعی (تبدیل تهدیدات به فرصت‌ها) در صدد پیشگیری از تکرار جرم و کاهش وقوع آن است. مضاف بر اینکه در مدیریت، هماهنگی و اجرای فرایندهای پیشگیری معکوس از جرم، پلیس نقش هدایتگری و کارشناسی بیشتری پیدا می‌کند.روش: پژوهش حاضر با روش توصیفی - تحلیلی انجام ‌شده است.یافته‌ها: بازتوانی فردی بزهکاران با ایجاد زمینه‌های رشد اجتماعی، تقویت بزه دیدگان و محیط‌های جرم‌زا بصورت موردی و نقطه‌ای که در واقع کانون توجه رویکرد پیشگیری معکوس از جرم به عنوان یک رویه جدید است؛ ضمن توسعه دانش و توانمندی پلیس در مدیریت پیشگیری از جرم، به اقدامات پیشگیرانه تک نهادی یا چند نهادی نیز انسجام می‌بخشد. نتایج: پیشگیری معکوس از جرم به عنوان شیوه‌ای نو با عملکرد نقطه‌ای و نقش هدایت‌گری پلیس در ایجاد هماهنگی بین بخشی، رفع مخاطرات حاصل از رویدادهای مجرمانه، مدیریت نیازها و ایجاد زمینه‌های رشد اجتماعی برای افراد اعم از بزهکاران و بزه دیدگان، ضمن زود بازده بودن به تکمیل سایر رویکردهای پیشگیرانه در پیشگیری از جرم نیز کمک می‌نماید.

reverse crime prevention with emphasis on preventive police intervention

field and aims: this study, while briefly paying attention to the common procedures of crime prevention, reviewing them and also the legal process of crime prevention in iran, with a new approach to the issue of crime prevention and presenting a new approach called reverse crime prevention in the face of events criminalization and rehabilitation of criminals seeks to prevent the recurrence of crime and reduce its occurrence by creating the conditions for social development, placing the capabilities, skills and black intelligence of professional criminals in the path of individual and social excellence (turning threats into opportunities). in addition, the police have a greater guiding and expert role in managing, coordinating and implementing reverse crime prevention processes.method: this research is applied in terms of purpose and descriptive-analytical in terms of the nature of the data, the data collection tool is also documentary and inferential. in addition, the theories of the elites in the field of crime prevention have been used for theoretical purposes.findings: individual rehabilitation of criminals by creating grounds for social development, strengthening victims and crime environments on a case-by-case basis, which is in fact the focus of the reverse crime prevention approach as a new practice; while developing police knowledge and capabilities in crime prevention management, it also integrates single-institutional or multi-institutional preventive measures.conclusion: reverse crime prevention as a new method with point performance and role of police guidance in creating cross-sectoral coordination, eliminating the risks of criminal events, managing needs and creating opportunities for social development for both criminals and victims, while providing quick returns. being also helps complement other preventative approaches to crime prevention.
