طراحی نظام جامع حمایت خانواده

 تحکیم خانواده از طریق پیشگیری یا ساماندهی مشکلات آن، دغدغه مهم مسئولان نظام جمهوری اسلامی ایران و کارشناسان مسائل اجتماعی است. تا کنون نیز کارشناسان علوم مختلف، طرح‎های متنوعی برای آن ارائه کرده‎اند؛ اما به سبب چندلایه بودن مشکلات خانواده، طرح‎های تک‌ساحتی متخصصان علوم مختلف نتوانسته آن‎طور که انتظار می‌رود برای مدیریت مشکلات خانواده موثر باشد. در این پژوهش، در رویکردی میان‌رشته‌ای و با بهره‌گیری از علوم مرتبط با خانواده، مناشی آسیب‌های خانواده شناسایی و متناسب با آن نظام جامع حمایت از خانواده در حقوق عمومی ایران طراحی می‌گردد. این طرح مناشی مشکلات خانواده را به نادانی، ناتوانی و نافرمانی بازمی‎گرداند و متناسب با این آسیب‌های سه‌گانه، سه راهبرد کلان «آموزش و مهارت‌افزایی»، «حمایت و توان‌افزایی» و «مشاوره و داوری» را به عنوان مسئولیت‌های مهم دولت برای مهار آنها بررسی، و راهکارهای اجرایی هر یک را تبیین می‎کند.

Designing a Comprehensive System to Protect Family

AbstractConsolidation of family through preventing problems to occur for it or organizing such problems is an important concern of those in charge in the Islamic Republic of Iran as well as professionals of social issues. So far, professionals in various scientific fields have provided different plans for this purpose. Since family’s problems are multidimensional, however, onedimensional plans provided by professionals of the various sciences have not been able to be of effect in managing family’s problems as much as expected. In the present study, adopting an interdisciplinary approach and using sciences which concern family, origins of family’s problems are recognized and a comprehensive system to protect family in the Iran Public Law is designed accordingly. In this plan, the origins of family’s problems are traced back to ignorance, inability, and disobedience. And, in accord to these three harms, three largescale strategies of “training and increasing skills”, “protecting and increasing ability”, and “consultancy and arbitration” as government’s important responsibilities to control them are studied and, for each of which, executive solutions are explicated.
