Abstract
in contemporary urban contexts, ensuring security has become a complex challenge requiring social capital and citizen participation beyond traditional enforcement. this study examines the role of religious councils (hey'at) in strengthening social cohesion and public order through robert putnam's social capital framework. using qualitative grounded theory, data were collected via 35 semi-structured interviews with hey'at members, clerics, and security officials, alongside participatory observation and document analysis. findings reveal that hey'at, through collective rituals, resistance discourse, and trust networks, can function as cultural police, reducing crime and enhancing psychological security. however, challenges such as individualism, western cultural influence, generational gaps, and weak collaboration with security institutions limit their impact. strategic recommendations include training clerics in communication, joint campaigns with police, and leveraging modern arts to engage youth. results demonstrate that integrating hey'at's cultural roles with formal security systems can foster sustainable, community-driven urban security. by transforming hey'at into proactive social actors, this model aligns islamic identity preservation with modernity while addressing vulnerabilities. the study highlights the necessity of contextualizing security frameworks within iran's shi'a identity, offering actionable insights for policymakers to enhance societal resilience through participatory security models.
