تجربه زیسته فرماندهان انتظامی استان سیستان و بلوچستان در همگرایی قومی

زمینه و هدف: یکی از چالش‌های استان ، وجود تعارضات قومی و فعالیت‌های تجزیه‌طلبانه برخی گروهک‌های تروریستی از روزنه مطرح کردن مطالبات قومی به‌ویژه در بین تندروهای قوم بلوچ می‌باشد که با واگرایی در پی ایجاد چالش‌های متنوع و متکثر و ناامن سازی این استان مرزی هستند، به‌منظور دستیابی به سازوکاری علمی، متقن و اثربخش کوشیده‌ایم، مستفاد از تجربه زیسته فرماندهان انتظامی، عوامل همگرا ساز قومی در استان سیستان و بلوچستان را شناسایی کنیم.روش: تحقیق، ازنظر هدف کاربردی و به لحاظ روش‌شناختی، پژوهشی کیفی مبتنی بر تحلیل مضمون با رویکرد پدیدارشناسی است. جامعه آماری شامل فرماندهان و مدیران ارشد انتظامی استان بودند که با بهره از روش نمونه‌گیری هدفمند تا رسیدن به اشباع نظری با 14 نفر مصاحبه شد؛ روش گردآوری اطلاعات مصاحبه نیمه ساختاریافته بود. به‌منظور تجزیه‌وتحلیل داده‌های حاصل از مصاحبه‌ها از فن تحلیل موضوعی استفاده شدیافته‌ها: یافته‌های تحقیق نشان داد؛ عوامل همگراساز مشتمل بر 73 مضمون پایه‌ای بوده که مستفاد از آن‌ها 42 مضمون سازمان دهنده استخراج‌شد. این مضامین و عناصر همگراساز در حوزه‌های مختلف اقتصادی، اجتماعی – فرهنگی و سیاسی صورت‌بندی شدند. در این راستا عوامل اقتصادی 12 مضمون، عوامل سیاسی 9 مضمون و عوامل فرهنگی – اجتماعی 21 مضمون را به خود اختصاص دادند. نتیجه‌گیری: بر اساس نظر جامعه خبرگان می‌توان نتیجه گرفت که بیشترین گزاره‌ها در تعمیق همگرایی قومی در سطح استان سیستان و بلوچستان، در حوزه فعالیت‌های فرهنگی-اجتماعی است، لیکن نباید از عوامل اقتصادی و سیاسی غافل بود

the lived experience of police commanders in sistan and baluchistan province in ethnic integration

background and purpose: one of the challenges of the province is the existence of ethnic conflicts and separatist activities of some terrorist groups, which is an opportunity to raise ethnic demands, especially among the extremists of the baloch people, who seek to create diverse and multiple challenges and make this border province unsafe, in order to we have tried to achieve a scientific, solid and effective mechanism, using the lived experience of the police commanders, to identify the ethnic convergence factors in sistan and baluchistan province.method: the research, in terms of practical purpose and methodologically, is a qualitative research based on thematic analysis with a phenomenological approach. the statistical population included commanders and senior police managers of the province, who were interviewed with 14 people using the purposeful sampling method until theoretical saturation was reached; the data collection method was a semi-structured interview. in order to analyze the data obtained from the interviews, thematic analysis technique was usedfindings: the research findings showed; converging factors included 73 basic themes, from which 42 organizing themes were extracted. these converging themes and elements were formulated in different economic, socio-cultural and political fields. in this regard, economic factors accounted for 12 themes, political factors for 9 themes and cultural-social factors for 21 themes.conclusion:
