عوامل فرهنگی موثر بر قانون‌گریزی شهروندان

هدف از انجام این پژوهش کاربردی، بررسی نقش عوامل فرهنگی موثر بر قانون‌گریزی شهروندان خراسان شمالی بود. روش پژوهش حاضر، توصیفی-پیمایشی و از نوع تحلیل مسیر است. جامعۀ آماری پژوهش، شامل تمامی شهروندان 18 تا 45 سالۀ شهرهای استان خراسان شمالی است که با استفاده از فرمول کوکران، 390 نفر با روش نمونه ‌گیری طبقه‌ ای تصادفی انتخاب شدند. ابزار جمع‌ آوری داده ‌ها، پرسشنامۀ محقق ‌ساخته است که روایی آن به ‌صورت صوری و به ‌وسیلۀ استاد راهنما مورد تایید قرار گرفت و پایایی آن با استفاده از ضریب آلفای کرونباخ برای هر یک از متغیرها بیشتر از 0.7 تایید شد. تجزیه‌ و تحلیل داده‏‌ها به‌ روش تحلیل مسیر با استفاده از نرم ‌افزارهای spss 22.0 و smartpls 3.0 انجام گرفت. یافته‏‌ها نشان داد که آگاهی از قوانین بر قانون‏‌گریزی تاثیر معکوس و معناداری دارد. همچنین، فقر فرهنگی و ضعف اخلاق شهروندی بر قانون ‌گریزی شهروندان تاثیر مستقیم و معناداری دارد. اما، وضعیت سن و تحصیلات و جنسیت بر گرایش به قانون‌گریزی تاثیر ندارد. براساس نتایج به ‌دست ‌آمده، با آموزش فرهنگ مناسب اجتماعی و بهبود اخلاق شهروندی در جامعه و آگاه ‌سازی افراد از قوانین و مقررات، می ‌توان در کاهش قانون ‌گریزی افراد گامی موثر برداشت.

the impact of cultural factors on citizens’ law evading

the aim of this applied research was to investigate the effect of cultural factors on law evading in north khorasan province. the current research method is descriptive-survey and a sort of path analysis type. the statistical population of the research includes all citizens aged 18 to 45 years in the cities of north khorasan province. using cochran’s formula, 390 people were selected through stratified random sampling. the data collection tool is a researcher-made questionaire, whose validity was checked formally by the supervisor profesor, and whose reliability was greater than 0.7 using cronbach’s alpha coefficient for each of the variables. data analysis was done by path analysis using spss 22.0 and smartpls 3.0 softwares. the findings showed that knowledge of laws has an inverse and significant effect on law evading. furthermore, the cultural and moral weakness of citizenship has a direct and significant effect on law evading. however, age, education and gender have no effect on the tendency to evade the law. based on the obtained results, by teaching appropriate social culture, improving citizenship ethics in society, and making people aware of laws and regulations, a step can be taken in reducing people’s law evading.
