اهداف و وظایف نیروی انتظامی در طراز جامعۀ قرآنی و اسلامی با تاکید بر دیدگاه آیت‌الله خامنه‌ای

هدف از نگارش این مقاله، بررسی و تبیین اهداف و وظایف نیروی انتظامی جمهوری اسلامی ایران براساس آراء و نظرات حضرت آیت الله خامنه‌ای به عنوان رهبر و فرمانده کل قوا در نظام جمهوری اسلامی است. روش این پژوهش از نوع کاربردی- توسعه‌ای بوده و به ‌روش تحلیل محتوا و تبیینی-تحلیلی و با بهره‌گیری از منابع کتابخانه‌اى و فضاى مجازى انجام شده است. به این صورت که با مراجعه به بیانات مقام معظم رهبری از آغاز دورۀ رهبری وی تاکنون، مهم‌ترین تاکیدات معظم له در بُعد اهداف و وظایف نیروی انتظامی استخراج و بررسی گردید. از روش نمونه ‌‌‎‎گیری دردسترس بهره بردیم که شامل مجموعه بیانات دردسترس مقام معظم رهبری در دیدار با نیروهای نظامی و انتظامی بود. برای تعیین اعتبار، یافته ‌ها در اختیار دو نفر از پژوهشگران قرار گرفت، میزان توافق دیدگاه صاحب نظران با یافته های پژوهش درصد قابل قبولی داشت. نتایج به ‌دست آمده بیانگر آن است که مقام معظم رهبری گسترده‌تر و عمیق‌تر از قوانین موجود، درراستای ایجاد جامعۀ قرآنی و اسلامی و تحقق تمدن نوین اسلامی، اهداف و مسئولیت‌های این نهاد ارزشمند را در قامت نیروی انتظامیِ در طرازِ جامعۀ قرآنی دیده و تبیین نموده‌اند. براساس دیدگاه آیت الله خامنه ای، در جامعۀ اسلامی احیای آرمان ‌های ‌الهی، احیای انسانیت و ارزش های ‌انسانی، ایجاد اقتدار همراه با رحمت، برقراری و تثبیت امنیت، قانون گرایی و حاکمیت قانون از مهم ترین اهداف و وظایف تشکیل نیروی انتظامی است.

goals and responsibilities of the police force in the style of the quranic and islamic society with emphasis on ayatollah khamenei’s point of view

the aim of this article is to review and explain the goals and responsibilities of the police force of the islamic republic of iran based on the opinions of ayatollah khamenei as the leader and commander-in-chief of the islamic republic of iran. the method of this research is of applied-developmental type and it was done by means of content analysis, explanatory-analytical, using library resources, and virtual space. by referring to the supreme leader’s statements from the beginning of his leadership period until now, his most important emphasis of the goals and duties of the police force were extracted and analyzed. we used the available sampling method, which included the collection of available statements of the supreme leader in his meetings with the military and the police. in order to determine the validity, the findings were provided to two experts, the level of agreement between the opinions of the experts and the findings of the research was an acceptable percentage. the obtained results indicate that the supreme leader has seen and explained the goals and responsibilities of this valuable institution wider and deeper than the existing laws in the form of the police force of the quranic society, in order to create a quranic and islamic society and realize the modern islamic civilization. according to the vision of ayatollah khamenei, in the islamic society, the revival of divine ideals, the revival of humanity and human values, the establishment of authority with mercy, the establishment and stabilization of security, legalism and the rule of law are the most important goals and respnsibilities of forming the police.
