تبیین اندیشه‌های انتظامی- امنیتی مقام معظم رهبری، فرماندهی کل قوا

نیروی انتظامی (پلیس) هر جامعه به‌عنوان یکی از نهادهای مهم و اثرگذار اجتماعی و از طریق تعامل هرچه بیشتر با آحاد مردم، می‌تواند زمینۀ اعتماد متقابل و مشارکت آنان را در نیل به این هدف فراهم آورد و بسترهای مناسب را جهت تسهیل در تحقق اهداف نظام اسلامی فراهم سازد. در این زمینه، تاکیدات و اندیشه‌های مقام معظم رهبری می‌تواند در تدوین اهداف ‌ماموریت و عملکردها مفید باشد. بر این اساس، هدف اصلی پژوهش حاضر تبیین اندیشه‌های انتظامی امنیتی مقام معظم فرماندهی کل‌قوا (مدظله العالی) است. روش پژوهش توصیفی- تحلیلی است که در آن با مراجعه به بیانات و تاکیدات مقام معظم رهبری از دوران آغاز رهبری ایشان (1368) تا کنون، مهم‌ترین تاکیدات وی در بُعد اندیشه‌های انتظامی- امنیتی تبیین می‌گردد. جامعۀ آماری پژوهش حاضر، مجموعه بیانات معظمٌ‎له در دیدارهای مختلف با نیروهای مختلف نظامی و انتظامی است. نمونۀ پژوهش بر اساس قاعده رسیدن به حد اشباع در پژوهش‌های کیفی، شامل بیانات مرتبط با بعد انتظامی- امنیتی بوده است. یافته‌ها نشان می‎دهد مهم‌ترین تاکیدات مقام معظم رهبری در بُعد انتظامی- امنیتی شامل امنیت به معنای آرامش روانیِ فردی و آرامش عمومیِ اجتماعی است و قانون‌گرایی نیروی انتظامی عاملی مهم در تامین امنیت جامعه، توجه به تامین امنیت فضای مجازی و تاکید بر امنیت اخلاقی است که این موارد می‌توانند به‌عنوان چشم‌انداز و تاکیداتی مهم، مورد توجه عملیاتی نیروی انتظامی جمهوری اسلامی ایران واقع شوند.

Explaining the Disciplinary-Security Ideas of the Supreme Leader, Commander-in-Chief of Armed Forces

As one of the important and influential social institutions and by more interaction with people, the Police Force of any society can provide mutual trust and provide appropriate platforms to facilitate the realization of the goals of the Islamic system. In this regard, the emphasis and ideas of the Supreme Leader can be useful in formulating the goals of the mission and actions. Accordingly, the main purpose of this study is to explain the disciplinary- security ideas of the Supreme Commander of the Armed Forces. The research method is descriptive-analytical, in which by referring to the statements of the Supreme Leader from the beginning of his leadership (1989) until now, his most important emphases in the dimension of disciplinary-security ideas have been explained. The statistical population of the study is the collection of Supreme Leader’s speeches in various meetings with various armed forces. Based on the rule of attainment of saturation in qualitative research, the research sample included statements related to the disciplinary-security dimension. Results show that the Supreme Leader’s most important emphasis in the disciplinary-security dimension includes security, which means mental individual and general social peace and legalism of disciplinary force is an important factor in security of the society, considering the security of cyberspace and emphasizing moral security. Considered promising and significant, these factors can be applied in disciplinary force of the Islamic Republic of Iran.
