بررسی روز نگهداری و تاثیر آن بر استفادۀ بهینۀ اقلام سرمایه‌ای آمادی (مطالعه موردی: فرماندهی انتظامی استان همدان)

تحقیق حاضر، به بررسی تاثیر روز نگهداری بر استفادۀ بهینه از اقلام سرمایه‌ای آمادی پرداخته است و هدف آن، تحقق عمر انقلابی اقلام سرمایه‌ای آمادی، شناسایی فرصت‌ها و تهدیدهای اجرای روز نگهداری بوده و همچنین از دیگر اهداف این تحقیق، اصلاح دستورالعمل‌ها و رویه‌ها، کاهش هزینه‌های‌ تعمیر، تامین و جایگزینی و همچنین ایجاد ساز و کاری جهت استفادۀ حداکثری از منابع و حفظ وضع موجود بوده است. به این منظور، پس از اخذ نظرات نخبگان و کارشناسان، ابعاد و مولفه‌های تحقیق، تعیین شد و الگوی مفهومی براساس برنامه‌ ریزی، سازماندهی، هماهنگی، کنترل، فناوری، آموزش، فرهنگ و مدیریت دارایی‌ها طراحی گردید. این تحقیق ازنظر روش، پیمایشی و ازلحاظ نوع انجام‌ تحقیق، توصیفی تحلیلی است؛ زیرا، وضعیت کنونی بررسی و توصیف می‌شود، بنابراین این تحقیق توصیفی است و از این جهت ‌که اطلاعات جمع‌آوری‌ شده ازطریق پرسشنامه تجزیه و تحلیل می‌شوند، تحلیلی است. به‌ علاوه، تلاش شده است، به مقولۀ روز نگهداری به ‌صورت علمی و کاربردی پرداخته شود. بر این اساس، استفادۀ بهینه از اقلام سرمایه‌ ای آمادی باید به‌ عنوان یکی از موضوعات اصلی و راهبردی سازمان مورد توجه قرار گیرد تا زمینۀ لازم برای تحقق عمر انقلابی ابزار و تجهیزات فراهم گردد. تجزیه و تحلیل داده ‌ها نشان داد، روز نگهداری با برنامه ‌ریزی مناسب، سازماندهی، هماهنگی، کنترل و فرهنگ‌‌سازی در استفادۀ بهینه از اقلام سرمایه‌ ای آمادی می‌تواند تاثیرگذار باشد. بنابراین، لازم است نگرش کارکنان با بهره ‌گیری از تشویق و تنبیه تغییر کند تا این انگیزه و تفکر در آن ها ایجاد شود که نگهداری نیاز به پول ندارد و با یک بازدید ساده، تعویض جزئی، تنظیم و سرویس به‌ موقع، می توان از وقوع بسیاری خسارات جلوگیری نمود.

Investigating the Maintenance Day and Its Influence on the Optimal U of Logistical Investment Items (Case Study of Hamadan Province Police)

The present study investigates the influence of maintenance day on the optimal use of logistical investment items and its aim is to realize the revolutionary life of logistical investment items, identify opportunities and threats of the maintenance day, modify instructions and procedures in case of necessity, reduce repair costs, supply and replace, and also create a mechanism in order to make maximum use of resources and maintain the status quo. For achieving this aim, after obtaining the opinions of elites and experts, the dimensions and components of the research were determined and the conceptual model was designed based on planning, organizing, coordinating, controlling, technology, training, culture, and belongings management. This research is a kind of survey in terms of method and descriptiveanalytic in terms of type of conducting since both the status quo is investigated and collected data through the questionnaire are analyzed; therefore, it is analytic. Furthermore, it is endeavored to investigate the maintenance day scientifically and practically. Accordingly, the optimal use of logistical investment items has to be paid attention to as one of the main and strategic issues of the organization in order to provide necessary circumstances to realize the revolutionary life of the equipment. The analysis of the data indicated that the maintenance day with suitable planning, organizing, coordinating, and culture creation could be effective in the optimal use of logistical investment items. Therefore, the attitudes of the staff must be changed using encouragement and punishment in order to motivate them and create the thought that maintenance does not need money and by a simple inspection, minor replacement, and welltimed adjustment and service many damages can be prevented.
