محاصره دریایی یمن از جانب ائتلاف سعودی از منظر قواعد حقوق بین‌الملل و بازنمایی رسانه ای آن

محاصره دریایی که به عنوان روش جنگی متاثر از پیشرفت فناوری های جدید بوده است، منجر به ایجاد چالش های حقوقی و تغییر در شیوه و دامنه آن شده است. علاوه بر این، به کارگیری محاصره دریایی توسط ائتلاف سعودی نشان می دهد این شیوه یکی از شیوه‌های جنگی موثر است. از این رو هدف این مقاله، مطالعه نقض قواعد محاصره دریایی و حقوق‌ بین‌الملل بشردوستانه در یمن به‌همراه بررسی رویکرد رسانه های سعودی و رسانه های خارجی در بازنمایی نقض این قواعد است. بنابراین، نگارنده در این مقاله سعی دارد به این سوالات پاسخ دهد که قواعد حقوقی حاکم بر محاصره دریایی توسط ائتلاف سعودی در جنگ یمن تا چه حدی رعایت شده است؟ و رویکرد بازنمایی محاصره دریایی یمن توسط ائتلاف سعودی در رسانه ها چگونه بوده است؟ روش تحقیق، توصیفی تحلیلی و شیوه جمع آوری اطلاعات، کتابخانه ای اسنادی است. یافته های تحقیق نشان می دهد قواعد حاکم بر محاصره دریایی و حقوق ‌بشردوستانه توسط ائتلاف سعودی نقض شده است. با اینکه رسانه های سعودی تلاش داشته اند نقض های ناشی از محاصره غیرقانونی را کم‌رنگ جلوه دهند اما رسانه های خارجی تا حدودی در بازتاب این نقض ها تلاش داشته اند. در نهایت، پیشنهادهایی به رسانه های برون‌مرزی برای بازنمایی محاصره دریایی یمن ارائه شده است.

The Saudi Naval Blockade of Yemen from the Perspective of International Law and its Media Representation

The naval blockade, which as a method of warfare has been influenced by the development of new technologies, has led to legal challenges and changes in its method and scope. In addition, the use of naval blockade by the Saudi coalition in the war against Yemen shows that this is one of the most effective methods of warfare. The purpose of this article is to study the violation of the rules of naval siege and international humanitarian law in Yemen by Saudi forces, as well as to examine the approach of the Saudi and foreign media in representing the violation of these rules. Therefore, in this article, the author tries to answer the questions of the extent to which the legal rules governing the naval blockade have been observed by the Saudi coalition in the Yemeni war. What has been the approach of the Saudi coalition representing the naval blockade of Yemen in the media? The research method is descriptiveanalytical and the method of data collection is librarydocumentary. The findings show that the rules governing the naval blockade and humanitarian law have been violated by the Saudi coalition in its war against Yemen. Although the Saudi media has tried to downplay the violations of the illegal blockade, the foreign media has tried to cover these violations to some extent. Finally, suggestions have been made to the foreign media to represent the naval siege of Yemen.
